This position is located within the Office of the Chief Human Capital Officer (OCHCO), Alternative Dispute Resolution Program. Incumbent reports to Director of ADR as first or second line supervisor. The incumbent serves as an ADR Specialist for the Department of Veterans Affairs (VA), OCHCO. The incumbent is responsible for promoting and contributing to VA's Workplace ADR Program by managing ADR contracts, offering guidance and support to VA ADR program managers, and other duties as needed.
Duties
Serve as the contracting officer representative (COR) for Alternative Dispute Resolution (ADR) contracts from requirements determination through contract closeout.
Make budgetary recommendations to the ADR Director.
Certify invoices and monitor availability of funds.
Analyze the outcomes of the services provided and where appropriate take corrective action to address deficiencies in contractor performance.
Consult with the director of ADR to recommend modifications to contracts based on feedback received.
Serve as the first point of contact for questions, concerns, or feedback from both stakeholders and contractors.
Provide expert advice, assistance, and guidance to program leadership on budgetary policies, regulations, and objectives.
Perform research and gather information to understand the overall context of the budgetary needs of the program and work to create documents to capture annual budgetary changes, justification documents, and other documents.
Maintain complex databases, registers, and other budget tracking systems employed by the Organization.

Qualifications
To qualify for this position, candidates must meet all requirements by the closing date of this announcement.
Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation of Program Specialist. Specialized experience is defined as work that involves: 1)Manage contracts by serving as the Contracting Officer Representative (COR); 2) Have experience managing multiple contracts with different dates, demands and budget requirements; 3) Provide expert advice and guidance to leadership on budgetary policies, regulations, and objectives to assist the program leadership in making budgetary decisions; 4) Create standard operating procedures for the contract portfolio and the budget portfolio.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You will receive credit for all qualifying experience, including volunteer experience.

Education
