The primary purpose of this position is to serve as the Senior Advisor, Space Development Agency (SDA) and senior strategic advisor on sensitive issues and special matters of direct and substantial interest to the Director, SDA.
Duties
The Senior Advisor, SDA serves as the senior strategic advisor and consultant on sensitive issues and special matters of direct and substantial interest to the SDA Director. The incumbent influences, coordinates, and provides sage advice and guidance for SDA key activities to include strategy formulation, policy planning, force planning, contingency planning and assessment, regional policy formulation and planning, and the integration of DoD policy and plans with overall national security objectives. Evaluates current strategies, policies, and processes improving capabilities and outcomes across the SDA.
Provides strategic advice and expert support to the SDA Director concerning SDA-assigned missions by applying programmatic and technical expertise in the areas of human resources, resource management, and acquisition programs and strategies. Provides expert analysis and insight into current SDA initiatives, posture, and organizational structure that support alignment with key objectives and mission. Implements or recommends organizational and management processes that supports SDA's efforts to foster a culture that unifies the workforce in support of its strategic goals.
Provides strategic analysis in the planning, formulation, justification, and execution of the SDA organizational budget in accordance with the DoD FYDP/Planning, Programming, Budgeting and Execution (PPBE) process and federal and DoD policies, instructions, and laws. Reviews and ensures SDA acquisition strategies are in alignment with DoD policy and SDA mission objectives and result in the most efficient use of organizational funds. Oversees associated services contracts and ensures they are effectively and appropriately managed. Develops and/or recommends internal management controls of the resources management and acquisition processes and organizational spend plans that assists the SDA Director in deciding on priorities and shaping the SDA long-term strategy. Leads the development of the SDA's Program Objective Memorandum (POM) to define resource requirements to the DAF, USSF, and OSD Comptrollers. Conducts strategic planning exercises and develops strategic resource requirements that articulate the mission, metrics, and requirements of the of the SDA as identified by the Director.
As the SDA principal advisor, works with the SDA Director to implement practices that promote effective and efficient operations across the SDA enterprise in the areas of budget/financial management, contracts and procurement, manpower, military and civilian manpower and personnel, reimbursable details, IPA appointments, FFRDC/UARC agreements, legislative affairs, strategic communications and public affairs, and space and facilities plans. Provides effective and timely identification of emerging issues, assess their implications, and advise the SDA Director on recommended courses of action for strategic decision-making. As a catalyst for creative thinking, leads and guides efforts and develops strategies for the SDA.
Oversees the planning process in compliance with the Government Performance Results Act of 1993 and works with the SDA Director to develop/provide input. Provides compliance oversight for SDA financial matters to include publishing auditable financial statements; input to and/or execute accounting and finance matters to include funds control and development of compliant feeder and financial management accounting systems, development and oversight of financial and mission performance metrics that are included in all reporting mechanisms, and management and analyses of SDA financial management data.
Ensures pertinent data is available to the SDA Director for decision-making on highly sensitive and controversial matters. Recommendations arising from studies and analyses are usually instrumental in communication of SDA's policies and perceptions. Incumbent serves as a spokesperson for the office in meetings and other forums to communicate decisions, viewpoints, and requirements and prepares briefs to top agency officials who may appear before Congressional committees.

- Position is designated as a Testing Designated Position (TDP). Position requires the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.

- PROBATIONARY PERIOD. An individual's initial SL career appointment becomes final only after the individual successfully completes a 1-year probationary period.

Qualifications
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
A. SPECIALIZED EXPERIENCE: Candidates must have one year (1) specialized experience at the next lower grade (GS-14/GG-14/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this SL position.
B. MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated executive level experience in program development and management, personal initiative, create problem-solving skills, ability to formulate and communicate decisions rapidly and succinctly, and ability to present and defend independent positions.
2. Demonstrated experience in providing strategic advice and expert support concerning assigned missions by applying programmatic and technical expertise in the areas of human resources, resource management, and acquisition programs and strategies.
Education
There is no positive education requirement for this position; however, a bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
