The Office of Information Technology is recruiting for a Supervisory Information Technology Specialist (Infrastructure), GS-2210-14. As an IT Specialist, you will be a member of a dynamic team of IT professionals working on potential return in technology investment for internal systems and for PSA interface with external systems. Duties

As a Supervisory Information Technology Specialist (Infrastructure), you will: 1. Direct and lead comprehensive data analysis to identify potential risk areas in avoiding operational failure. Resolve hardware problems that may require replacing server and network devices. Determine the nature of problems, applies corrective actions. Evaluate new hardware or software and recommend solutions for agency requirements. Make recommendations for short and long-term enterprise systems improvements. 2. Supervise and lead staff in Network operations and Customer support carried out through subordinate teams or units, often operating in shifts and providing services to internal and external customers. Each team or unit is composed of professional and technical IT staff performing complex processes that are critical to the mission. Assign workload tasks and establishes schedules and deadlines; provide advice on work methods and problem solving; evaluates performance and addresses issues. 3. Oversee the PSA Network operations, including customer service, hardware, software and other resources to support secure information exchange and management among large numbers of internal and external users, and to provide the full range of internal services to meet current and future requirements. Ensure the development and proper implementation of a secure network architecture and design for the Agency, integrating Network Operations and Customer Service with other parts of the Agency and ensuring standards and requirements are met. Oversee the preparation of appropriate documentation and procedures for IT services delivery. 4. Manage the Customer support function, assuring that assistance is prompt and responsive and that recurring user problems are identified and resolved. Develop or acquire automated systems or software to maintain helpdesk call tracking; analyze data, identify trends and recommend approaches to improve service delivery to customers. Develop approaches and methods for provision of technical guidance and continuing training to agency staff in use of the network. Analyze helpdesk and other customer service data to determine kinds of training needed and works with others to address training needs. 5. Serve as a subject-matter authority in the operations and configuration of operating systems (e.g., Microsoft Windows), cloud technologies, and their effect or utility in the wider network, SANs, backups, restoral, virtual servers, as well as other designated systems on the network. As a technical subject-matter authority, determine appropriate configurations for each system without violating higher level Security Technical Implementation Guide (STIG). 6. Proactively optimize overall system configuration to achieve the best system performance, which requires strict attention to computer system performance as it interfaces with various peripherals. Provide information concerning enterprise conditions to the supervisor. 7. Oversee the implementation of hosted technologies to ensure information systems reliability and accessibility. Serve as the Subject Matter Expert (SME) for: Cloud, Active Directory, Storage Area Network appliance, Directory Service replication, Authentication services, Role Based Access Control (RBAC), Group Policy troubleshooting and Public Key Infrastructure; server virtualization technologies; server monitoring tools; as well as other related classes of on premise and Cloud technology such as storage and clustering, data protection, and application platforms. 8. Plan network capacity, assuring proper balance between cost and performance. Design, configure, test and oversee the maintenance of telecommunications and network support activities. Provide expert advice to Agency management to resolve problems and improve service delivery to PSA network users. Identifies tests and implements new network technologies. 9. Oversee the implementation of information technology plans, policies, and strategies for networking operations. Apply the latest developments and trends in information technology. Maintain organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies, and ensures that appropriate security procedures are implemented prior to deployment of new systems. Verify application results by conducting audits of technologies implemented and recommends corrective action; prepares instructional material for training.

To qualify for this position, you must possess IT related experience in each of the required competencies And meet the specialized experience requirement listed below. Competencies: You must have IT related experience demonstrating each of the four competencies listed below. Experience may be paid or unpaid experience and/or completing of specific, intensive training (for example, IT certification), as appropriate. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: To qualify for the GS-14 grade level, you must possess one year of specialized experience related to the duties of the position. Specialized experience is defined as experience providing technical guidance in identifying operational improvements, developing, and leading the enterprise architecture, moderate to extensive experience with VMWare, experience in cloud architecture, experience in migration of legacy systems to cloud environment, and leading process improvements endeavors for an organization. Specialized experience also includes assigning work, providing technical oversight, developing performance plans, evaluating/appraising performance. NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
