The incumbent is a Licensed Social Worker and serves in a full-time capacity in the Workplace Violence Prevention Programs under the direction of the Medical Center Associate Director. The Workplace Violence Prevention Program (WVPP) Manager manages the administrative and clinical aspects of the Workplace Violence Prevention Program (WVPP) at JDDVAMC. The Disruptive Behavior Program Coordinator will report to the Associate Director.
Duties
Disruptive Behavior Committee (DBC)
1. Incumbent will attend DBC new chair intensive training within 90 days of hire or earliest scheduled training offered by Central office.
2. The incumbent will complete required DBC TMS trainings within 30 days of hire.
3. Incumbent will attend bi-annual DBC all chair conference conducted by Central office as provided and spacing allows.
4. Participate in monthly DBC Community of Practice and Violence Risk Assessment conference calls provided by Central Office -WVPP.
5. The incumbent has the responsibility for coordinating and managing an interdisciplinary team (known as Disruptive Behavior Committee). Team members include Chief of Police or designee, Patient Advocates, Patient Safety Personnel, Physicians, Pharmacists, Nursing, Mental Health Professionals, Regional Counsel (Ad-Hoc), Labor partners, and other clinical and non-clinical personnel and executives.
6. The incumbent will Chair and/or Co-chair the DBC, providing oversight and coordination of health care system-wide efforts to prevent, reduce, manage, triage, and respond to incidents of threatening, violent, or otherwise safety-compromising behaviors perpetrated by patients, visitors, and other non-employee beneficiaries of the VHA.
7. Responsible for overseeing and coordinating day to day business of the DBC.
8. Works with Administrative support (DET WVPP Manager) and/or Program Specialist to produce agenda with timely follow-up to all decisions.
9. In conjunction with the WVPP Manager and WVPP team, is responsible for the implementation, education, training, and updates for JDDVAMC Prevention and Management of Disruptive Behavior and Workplace Violence Prevention or other related JDDVAMC policies or standard operating procedures for the implementation of VHA Directive 1160.08 and other laws, policies, and guidance.
10. Responsible for the management of computer-based flagging systems through VISTA and CPRS managing Behavioral Patient Record Flags to include, flag entry and flag review every 2 years maximum or upon status change.
11. Follows procedures including timely response to Order of Behavioral Restriction request for reviews.
12. Responsible for all VISN and Central office requests for information about disruptive behavior training or any data about disruptive behavior incidents.
13. Interface with JDDVAMC police, Office of Inspector general (OIG) and coordinate care programs to manage patients with disruptive behavior.
14. Work closely with the Workplace Violence Prevention Program (WVPP) manager to ensure all local and national policies and directives are being met.
15. Responsible for the education, training, implementation of local and national policies pertaining to disruptive behavior.
16. Provide expert consultation with JDDVAMC clinical and treatment providers, staff, and prescribers regarding management of disruptive patients.
17. Provide guidance to all JDDVAMC employees on managing disruptive behavior commensurate for their level of training.
18. Incumbent is aware and mindful of the vibrant cultural factors of a diverse employee group and the unknown personal histories to include trauma which may impact how feedback is received. As well has a working knowledge of how system roles, responsibilities and reporting structures influence these sensitive communications.
19. Thru the WVPP Manager, the incumbent works closely with the ACOS, MHS, the Chief of Staff, other executive leadership, and service line leadership to ensure the DBC operates within local and national best practices.
Prevention and Management of Disruptive Behavior (PMDB)
1. Supports the PMDB Coordinator in education of PMDB based on WBRA results.
2. Obtains and maintains PMDB Certified Trainer status.
3. Provides PMDB classes for JDDVAMC employees on a recurrent and ongoing basis with frequency determined based on need and availability but no less than once a month.
Employee Threat Assessment Team (ETAT)
1. The incumbent may be requested by the Medical Center Director to serve on the ETAT.
2. Complete ETAT training within 30 days of hire.
3. Attend additional ETAT trainings as available and provided by national program office.
4. Coordinate with WVPP Manager to assess, triage, and manage ETAT cases as needed.
5. Be available to interview at the request of WVPP Manager as needed.
6. Operates with the highest degree of adherence to confidentiality and a thorough understanding of need to know communications in consult with the WVPP Manager, HR, and legal counsel.
Workplace Behavioral Risk Assessment (WBRA)
1. Assist in leading and coordinating the annual Workplace Behavioral Risk Assessment based on data collection and analysis of DBRS through the year.
2. Provides DBRS training and guidance to other health professions trainees staff.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Grade Determinations: At the GS-12 grade, you must possess one year of specialized experience equivalent to the GS-11 level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
In addition, the candidate must demonstrate the professional KSAs below:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.

Physical Requirements: Most days physical demands of the work are generally minor and are sedentary in nature. However, the incumbent must have the ability to complete all PMDB training to have a full understanding of the techniques and methods involved and to actively train staff in all levels of PMDB. This will require physical effort such as setting, squatting, standing, walking, bending, etc. while engaging in and demonstrating hands on PMDB techniques. These demonstrations require close physical proximity and contact with other staff. The work has periods of sedentary tasks with desk/computer work followed by highly active involvement in PMDB and other programming throughout JDDVAMC. The incumbent may need to drive long distances. The emotional demands can be stressful in working with high-risk Veteran population and their families. Exposure to graphic content including descriptions of threats, vulgar language or sexually inappropriate content/language, racial harassment, and other types of verbal and physical violence are experienced regularly as a receiver of reporting. A high level of self-awareness, resilience and mental fortitude is essential. The work is performed in hospital/medical environment, as well as clinic/outpatient and inpatient areas, and remotely as assigned and appropriate. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. In addition, patient contact will be made. Appropriate principles of infection control will need to be applied to the work. The incumbent appropriately uses equipment and supplies; maintains a safe and orderly work area; reports any accidents to self or patients and completes appropriate documentation; follows Life Safety Management (fire protection) procedures; reports safety hazards, accidents, and injuries; reviews hazardous materials/Material Safety Data Sheets (MSDS)/waste management; follows Emergency Preparedness plan; follows security policies/procedures; complies with federal, state, and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources; and
demonstrates infection control practices for disease prevention (i.e., hand washing, universal precautions/isolation procedures, including TB requirement/precautions).
