You will serve as a PROGRAM MANAGER for infrastructure related issues in the Capital Investments and Long Range Planning division of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will interpret and apply administrative policies, guidelines, management theories, and practices. You will plan and execute techniques or methods to overcome program problems. You will review and approve strategies for achieving short or long-range organizational program objectives. You will lead initiatives and monitor execution of functions involving military construction (MILCON) and Facilities Sustainment, Restoration, and Modernization (FSRM requirements. You will advise and provide consultation services to high level Federal government officials on real property management. You will manage and ensure the Authorization to Operate a web-based data system. You will create written reports to disseminate program information across multiple professions, programs, or organizations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying strategic trends to create innovative approaches improving overall management for current and future plans of a Real Property Management, Real Estate Management, Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), Special Projects, Dredging, Demolition, New Footprint, or Collateral Equipment programs; 2) Evaluating and assessing Navy Shore facility management effectiveness in executing program objectives; 3) Providing policy guidance by developing new policy, resolving critical problems, or issues, related to design, construction, and/or life-cycle maintenance and operation of military installations in conjunction with Defense Acquisition processes and policy; 4) Delivering primary review of real property and capital investment projects and strategies to ensure program goals are met.
