The primary purpose of this position: A first-level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Intelligence, Surveillance, and Reconnaissance Wing Plans and Programs Office. Supervises a workforce consisting of military, civilian, and contractor personnel The organizational location of this position: Air Combat Command, 16th Air Force, 363 ISRW, Plans and Programs, Joint Base Langley-Eustis, Virginia

Duties

DUTY 1: Plans, organizes, and directs the activities of the 363d ISR Wing Plans and Programs Office, ensuring that planning and programming complies with legal and regulatory requirements and meet customer needs. DUTY 2: Provides focus, policy, and guidance for all 363 ISRW and subordinated Groups with responsibility for ensuring the desired level of interoperability exists among all elements of the Wing enterprise and ISR community. DUTY 3: Receives all Wing planning and programming tasks and special projects assignments along with background information and related material. DUTY 4: Exercises supervisory personnel management responsibilities.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Travel and relocation expenses WILL BE PAID in accordance with the JTR AND AFMAN 36-606

  • In the event of national crisis, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience which demonstrates specialized experience that includes using judgment, resourcefulness, and initiative in adapting and applying guidelines, and is responsible for analyzing results and recommending changes to deal with the more difficult or unusual assignments. Guidelines and precedents are very general regarding Wing policy statements and objectives. The uniqueness of the Wing often renders existing HHQ guidance inapplicable, requiring the incumbent to use original thought processes to create and implement significant and unique policies for the commander. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the military philosophical concept behind and the process for the preparation of a range of peacetime/wartime requirements plans. 2. Knowledge of safety and security regulations, practices, and procedures. 3, Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 3. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's position to a variety of audiences 4. Ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program status. 5. Ability to visualize the effects and ramifications of recommendations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
