Duties

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Management and Administration (M&A), Office of the Chief Financial Officer (OCFO), Office of Data Analytics (ODA). The primary purpose of this position is to supervise a team of data analysts in providing advice and recommendations to management on the application of a wide range of qualitative and quantitative methods to identify operational efficiencies, cost savings, and to assess other complex management and program processes and systems throughout the agency. Responsible for directing, implementing, coordinating, and overseeing activities in data analytics and data systems management; Interpret findings, draft briefing materials, and present results to audiences from ICE, DHS, Office of Management and Budget, and Congress; Ensure OCFO data systems are reliable and are operated in effective and efficient manners; Act as the key liaison in connecting with stakeholders throughout ICE and DHS to build networks in advancing data analytics capabilities; and Direct data governance efforts within ODA and support ICE-wide data strategy activities.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Extracting insights from a wide range of qualitative and quantitative data to inform budgetary and financial decisions; Coordinating with stakeholders to collect requirements and develop data products, such as forecast models, cost projection calculators, interactive dashboards, automated reports, and performance outcome visualizations; Coordinating with data owners to secure data access, discussing data sharing agreements, and performing data engineering tasks to prepare reliable quality data for analyses; Studying the current operational workflow, evaluating opportunities for robotic type process automation (RPA), designing and developing automated processes, and promoting end user adoption; Investigating emerging tools, methodologies, and techniques by evaluating suitability on applying beneficial new technologies.
