This position is located in the Office of the Chief Information Officer (OCIO), Information Security Center (ISC), Information Technology Security Division, Access Management Branch in Washington, DC. Access Management Branch is responsible for provisioning/deprovisioning user access request, preventing and defending against unauthorized access to networks, system, and data directly or indirectly related to the Department's activities.
Duties
Assess adequate access controls based on principles of least privilege and need-to-know.
Assess all the configuration management (change configuration/release management) processes.
Assist in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources.
Apply security policies to meet security objectives of the system.
Implement security measures to resolve vulnerabilities, mitigate risks, and recommend security changes to system or system components as needed.
Identify, assess, and recommend cybersecurity or cybersecurity-enabled products for use within a system and ensure that recommended products are in compliance with organization's evaluation and validation requirements.
Design and develop system administration and management functionality for privileged access users.
Manage accounts, network rights, and access to systems and equipment.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail-Is thorough when performing work and conscientious about attending to detail.
2. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:
At the GS-11: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience: conducting evaluations of an Information Technology (IT) program or its individual components to determine compliance with published standards; applying methods for evaluating, implementing, and disseminating IT security tools and procedures.-OR-
Education: Successfully completed a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in Marketing, Business Administration, Finance, Economics, or related degree, etc. (NOTE: You must attach a copy of your transcripts for verification). -OR-
Combination of Specialized Experience and Education: A combination of graduate-level education and specialized experience, as described above. (This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in the OPM Qualifications policy.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may be substituted for specialized experience at this grade level.
