This position is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), Eastern Region, Veterans Integrated Service Network (VISN 4), Philadelphia VA Medical Center, Facilities Management Service, Safety and Occupational Health Office, Philadelphia, PA.

Duties

Duties are: Under the general direction of the Safety and Occupational Health Manager the employee is responsible for planning and implementations planning and implementing comprehensive industrial hygiene program at the Medical Center. The Industrial Hygienist assumes a lead role in the development of industrial hygiene goals, policy and procedural documentation. The employee works closely with facility leadership to review how industrial hygiene considerations are integrated into the planning and operational activities of the facility. In addition the hygienist coordinates industrial hygiene activities with regional representatives and supports the development of integrated planning. The employee supports the development of facility industrial hygiene policies, programs and procedural documentation. Conducts pre and post-inspection conferences with management, Union, supervisors and employees to explain the nature and scope of the inspection and any potential hazardous exposures. Writes technical reports citing violations from OSHA, EPA, and other regulatory agencies. Suggests corrective actions and abatements periods. Provides assistance to Services in correcting the deficiencies. Maintains a comprehensive and current library pertaining to industrial hygiene, as well as individual currency in the promulgation of new codes and regulations and identifies opportunities for improvement through an ongoing effort of hazard identification, evaluation, solution implementation, and monitoring. Makes decisions and commitments relating to assigned programs which routinely do not typically require referral to higher management. These decisions and commitments have direct and considerable effect on the efficacy of the spectrum of medical center programs. Evaluates existing and proposed new work processes or materials, particularly in experimental operations, to assure incorporation of adequate measures for prevention of occupational disease hazards. Performs ergonomic assessments existing and proposed new work processes to evaluate and make recommendations to alleviate ergonomic stressors and investigates health problems which arise among workers, such as individuals having allergic or environmental reactions related to their work, and determines corrective measures. Establishes a program and protocols for physical screening of employees exposed to particular toxic materials or physical hazards, concentrating on specific health effects. Work Schedule: Monday-Friday, 7:30am- 4:00pm Position Description Title/PD#: Industrial Hygienist/ 01738-0 Physical Requirements: This position may require regular and recurring physical exertion such as such as moderate periods walking, standing, crouching, bending, stooping, or stretching in performing regular and recurring activities, inspections, or to observe healthcare operations in treatment facilities. The work may also require the employee to carry sampling equipment weighing up to 25 pounds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Specialized Experience: Specialized experience involves professional knowledge of industrial hygiene principles, procedures, standards, equipment, techniques, and methods; Applies knowledge to a full range of industrial and hazardous operations such as: clinical, research, nuclear medicine and radiological procedures; use and storage of hazardous drugs and materials; use a full range of industrial hygiene sampling techniques, instrumentation, analytical methods and control measures used to identify and control industrial hygiene exposures; plan and initiate surveys of work operations to identify and quantify hazardous conditions; prepares technical written and oral detailed plans, survey reports, corrective action and follow up reports. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Successful completion of three (3) full years of progressively higher graduate level education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, that provided you with the knowledge, skills, and abilities necessary to do the work of this Industrial Hygienist position. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours should be considered an academic year of graduate study. Transcripts must be submitted with application. Education cannot be credited without documentation.(Transcript Required). OR, Combination: (Transcript Required): Equivalent combination of successfully completed related graduate level education and specialized experience as described above, to meet the total experience requirements for this position at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
