The primary purpose of this position is to: Leads the command on future operations and crisis action planning related to CENTCOM/EUCOM areas of operation as they relate to Global Missile Defense.
Duties
Joint Functional Component Command Integrated Missile Defense Operational Plans specialist.
Responsible for Crisis Action Planning and Joint Planning Group support.
Serves as C2BMC/BMD Systems planner.
Represents JFCC IMD at Service, Joint, and MDA mission area working groups, in-progress reviews, and other conferences and meetings.
Assists in the preparation and presents information and decision briefings to the JFCC IMD command group, USSTRATCOM, and Service Secretaries, requiring development of written analyses, requirements documentation, operational plans and oral presentations.

- Candidate must be able to acquire and retain a Top Secret clearance based on single scope background investigation and remain eligible for access to Sensitive Compartmented Information

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes; thorough knowledge of domestic political/military issues; Comprehensive knowledge of federal, DoD, and Joint Staff strategic guidance; Comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations, and how strategic, operational, and deliberate planning and war gaming supports them; Skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process in briefings, papers, or reports suitable for senior JFCC IMD leadership use and decision-making; Knowledge and understanding of JFCC IMD's command and control systems used by USSTRATCOM and subordinate or component commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to react in a high stress environment to intense ballistic missile defense event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government.
Knowledge of military law and doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, and other pertinent interagency organizations. such as MDA, NASA, etc.
Knowledge gained through experience and/or technical schooling in the Ballistic Missile Defense mission, processes and procedures. This includes all applicable C2 computer systems such as the Ground-Based Midcourse Defense Fire Control (GFC) and Command, Control, Battle Management and Communication (C2BMC) system.
Experience working with BMD documents such as OPORDS, EXORDS, and STRATCOM 538-1 and 538-2.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior USSTRATCOM leadership use and decision-making.
Oral and written communication skills in order to negotiate and defend ideas and support concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
