This position serves as a health care professional who uses that knowledge to influence and adapt Information Technology (IT) systems to drive management of the health system toward effectiveness and efficiency. The primary purpose of this position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).

Duties

As the Program Analyst you will integrate four major elements of operational responsibility: the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic, section, and service or system level; the analysis of clinical practice patterns and clinical outcomes management; and studies and special projects. Serves as the key information management expert in creating the data streams essential to the operations, organization, and decision-making processes within Non VA Coordinated Care. The analyses provided will enable service administration to assess risk factors, clinical outcomes, and forecast internal and external trends. As the resident expert on VistA and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analyses and the developmental research work for the application of software and hardware by service staff for both administrative and clinical applications. The work will allow the management of limited resources including staffing, productivity, operations, workload, and budget to reach maximum potential. Duties include but are not limited to: Perform workflow assessment and optimization in clinical, administrative, educational, and research domains. Optimize the usability, acquisition, and processing of health-related information, using resources an tools that include people and processes. Integrate knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems. Initiate, develop, and execute complex projects that support Veterans' health care needs. Work Schedule: 7:30 AM to 4:00 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrating work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; possess Healthcare Informatics knowledge in the use of clinical software packages; thorough in-depth knowledge of the clinical environment (including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care); tracking and analyzing clinical programs for the purpose of improving processes and identify problem areas; and utilizing computers and applicable databases/software for statistical purposes and managing information systems. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
