The position is with the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) and serves as the chief of the Outpatient Support Section (OSS) in Medical Administration Service (MAS) at the Tallahassee Outpatient Center. The North Florida/ South George Veterans Health Care System (NF/SGVHS) currently consists of two medical center divisions, three outpatient clinics, and eight community-based outpatient clinics
Duties
- Serves as the Scheduling Manager for the NF/SGVHS and seen as a primary resource who is also responsible for scheduling oversight, guidance, operations and management, outreach and education, as well as program related customer service and for controlled correspondence management.
- Responsible for policy and procedure development and communication to staff, with implementation of applicable VHA directives.
- Serves as a primary POC and SME to all outpatient clinics and Administrative Officers regarding access to care, workload, scheduling operations and procedures, telecommunications, insurance buffer capture and outpatient services.
- Formulate and maintain OSS budget per program based on need to include Fund Control Point Management.
- Monitors OSS monthly access data by program. Incumbent is responsible for tracking and monitoring all performance assessments and improvement activities against established targets.
- Serves as a primary resource for the medical center as it relates to access operations and is a key participant in all external and internal financial clinical management and planning efforts.
- Actively participate with a variety of Medical center committees, as they relate to the position. Participate in regularly scheduled and/or ad hoc telephone conferences and in person meetings with VISN CFO, BIM and CBO staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Serving as a primary POC and SME to all outpatient clinics and Administrative Officers regarding access to care, workload, scheduling operations and procedures, telecommunications, insurance buffer capture and outpatient services. 2.) Providing managerial oversight with a full range of supervisory responsibilities for staff and related Business Office functions. 3.) Planning and coordinating work assignments and flow to ensure that coverage in all areas is provided and adequate cross training of staff for backup occurs. 4.) Serving as a primary resource for the medical center as it relates to access operations and is a key participant in all external and internal financial clinical management and planning efforts. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Physical Requirements: Work is performed in a typical office setting and mostly sedentary. However, there is frequent walking since most of the employees are located throughout the facilities. Some travel will be required. Recurrent rounds must be conducted, as well as minimal standing, bending, carrying of light items, such as papers, files, books, supplies etc.
