This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service.
The incumbent provides analytical expertise to support several key agency program management functions with specific emphasis on data analysis using multiple sources and operational budgets.
Duties
Prepares analysis to improve the efficiency and effectiveness of business planning and implementation, operations budget planning, and implementation for the Division.
Provides comprehensive input in improving processes, policies, systems, and procedures to ensure- efficient and effective program management activities for the organization.
As assigned, represents the Agency Division on committees, task forces, and other technical or strategic planning groups involving assigned Program functions.
Directs the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
Participates with the Human Resources Division in conducting position and/or personnel management surveys; ensures that an efficient and economical position structure is established that will provide career and promotional opportunities and skills.
Provides supervision to members of subordinate staff other offices in the Division performing a full range of supervisory functions.

Time In Grade Requirement: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
Applying quantitative and qualitative methods to analyze program data and assist with developing metrics for evaluation;
Providing oversight on the most appropriate method or procedure to evaluate organizational missions and ensure optimum management strategy; and
Evaluating operations budget planning and/or resource allocation, to improve the efficiency and effectiveness of business planning.
Note: There is no education substitution for the GS-13 level.
