Duties
The organization goal or objectives of this position are to support to all activities within the J5 division; to provide customers support for issues related to Navigation Warfare (NAVWAR) training, exercises, Concepts of Operations (CONOPs), deliberate and crisis planning, Tactics, Techniques and Procedures (TTPs), lessons learned, and current operations and operational planning for NAVWAR across Electromagnetic Warfare, Space Operations, Cyber Operations and DoD Support to Civil Authorities (DSCA) domains. The incumbent will provide support for Five Eyes Memorandum of Understanding (MOU) and North Atlantic Treaty Organization (NATO) activities.
Serves as an action and liaison officer in the JNWC Plans and Policy Division to a varied customer structure including OSD, JCS, DHS, DOT, FAA, USCG, Combatant Commands (CCMD), the military Services, and civil agencies for issues related to Navigation Warfare (NAVWAR). Provides NAVWAR war advisory support to policy, planning, acquisition, requirements, training, and exercise processes and activities across Electronic Warfare, Space Operations, Cyber Operations domains and DoD Support to Civil Authorities (DSCA) mission area.
Leads or manages projects to provide NAVWAR analysis and solution options to policy, acquisition and deliberate planners for real-time, near real time, and future operational requirements.
Provides reach back NAVWAR subject matter expert support to planning, policy, acquisition, civil agency, and operational warfighting customers.
Prepares & presents briefings & papers on NAVWAR matters and topics of interest to operational and professional audiences.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. This may include evaluating the content of new or modified legislation for projected impact upon programs or resources; expert knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied; comprehensive knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization; mastery skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity and skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS- level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of the specialized professional knowledge of Navigation Warfare and Positioning, Navigation and Timing as it relates to warfighting. Basic understanding of PNT and NAVWAR applications to warfighting. Basic understanding of NAVWAR EA, ES & EP as it applies to warfighting. Basic understanding of test ranges, test platforms, simulator facilities, and various hardware, hardware-in-the-loop, and software modeling and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the Warfighter.
2. Expert managerial knowledge to solve novel or obscure problems to develop and maintain responsive NAVWAR methods and techniques, and to develop new approaches in solving a wide variety of NAVWAR problems.
3. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
4. Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies.
5. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
