Duties
The primary purpose of this position is to serve as headquarters level, operations directorate, operational test and evaluation technical advisor, applying Air Force military rated aviator and/or maintainer experience as a key analyst and recognized expert using design, development, and adaptation of operational and technical expertise to determine necessary policies, regulations, directives, programs, processes, methodologies, and procedures for planning, executing, and reporting operational test and evaluation of more than 105 key combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C4ISR, space, missile, and Missile Defense programs or technology projects conducted from 15 geographically separated Detachments and Operating Locations located across the United States.
Leads coordination and execution of reviews, critiques, evaluations, and modifications of AFOTEC, Sister Service, Joint Program Office, and Office of the Secretary of Defense operational test (OT) products to include plans, reports, and supporting documentation for assigned weapon system program(s)
Provides operational and technical advice, guidance, assistance, and direction at HQ level on OT&E processes and projects in addition to overarching program guides and templates across a broad and varied range of operations.
Prepares and delivers oral presentations such as strategy sessions, consultations, high level briefings, and development sessions with other internal/external staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs, processes and methodologies.

- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.

- Rated Air Force aviator experience (e.g., pilot, navigator) or maintainer experience is critical to the successful completion of the work.
- This position is "Exempt" under 5 CFR 551.206 of the FLSA Administrative Exemption Criteria.
- This position is ineligible for bargaining member status (2539) and will be coded (8888) under 5 USC 7112 (b) National Security Personnel.
- Centrally Managed Position. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301-14.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of analytical methods used to develop, adapt, modify, and apply techniques for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as combat, mobilization, rescue, special operations, airlift, and combat support; comprehensive knowledge of a broad range of program and management analysis techniques and possession of analytical abilities for resolving problems or defining and clarifying alternative solutions and comprehensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational test events and milestones, and methods of evaluating the effectiveness, suitability and overall mission capability of weapon system employment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of qualitative and/or quantitative methods used to develop, adapt, modify, and apply techniques for the assessment and improvement of command level plans and programs for conducting major operations such as combat, mobilization, rescue, special operations, airlift, and combat support.
2. Comprehensive knowledge of a broad range of analysis techniques and possession of analytical abilities for resolving problems or defining and clarifying alternative solutions along with designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and severe military operational areas.
3. Comprehensive knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness, suitability and overall mission capability of weapon system employment.
4. Comprehensive knowledge of the relationship of military modernization planning operations to overall program planning and execution of operational test and evaluations and knowledge of guidelines consisting of general DoD, Joint Service, and Air Force Directives that require considerable adaptation and/or interpretation for application to issues or problems studied.
5. Comprehensive knowledge of and skill in the application of Air Force rated aviator (e.g., pilot, navigator) or maintainer expertise as it applies to assigned programs along with assigned weapons systems and airpower operations and sustainment.
6. Mastery of ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Mastery of ability to communicate effectively both orally and in writing; negotiate complex issues and process methodologies; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
