This position is located in the Veteran and Family Member Programs (VFMP) Directorate under Integrated Veteran Care (IVC). The analyst serves as an operational reviewer for quality controls within VFMP. Quality controls encompass processes and procedures effected by management that provide reasonable assurance that management's objectives will be achieved. These objectives and related risks can be broadly classified into one or more of the following three categories.
Duties
Duties include, but may not be limited to:
Reviews all standard operating procedures for compliance with the applicable policies. Reviews may include interviews of personnel, observation of processes, and reviews of claims and other related documents.
Develops and executes reviews of quality controls and process effectiveness for the processes overseen by the Directorate.
Reviews results to determine error rates and assess overall effectiveness of quality control program. Makes recommendations for remediation activity and rereviews failed controls as needed.
Reviews all standard operating procedures for compliance with the applicable policies. Reviews may include interviews of personnel, observation of processes, and reviews of claims and other related documents.
Analyzes and evaluates issues that are procedural or factual and is familiar with administrative practices common to the VA or is easily able to access.
Work Schedule: Agree upon tour Monday-Friday, between 06:00 am- 16:30pm Mountain Time

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position, you must have served 52 weeks at the GS-07.
For a GS-11position, you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Analyze and evaluate issues that are procedural or factual and utilize administrative practices common to the VA to take action;
Understand and utilize qualitative and quantitative analytical techniques relating to analysis of program operations to identify deficiencies
Collaborate and interact with audit staff on programs, processes, and problems using program and auditing materials and guidelines
Analyze problems, gather and coordinate information, and integrate interdependent recommendations and actions.
Ability to communicate verbally and in writing with a variety of people from differing backgrounds and levels of understanding OR;
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Apply a wide variety of qualitative and quantitative analytical techniques in order to analyze program operations to identify deficiencies and recommend solutions
Assist in development of corrective action plans through collaborative interaction with audit staff on programs, processes, and problems using program and auditing materials and guidelines
Interpret, analyze, and act on external audit findings
Analyze problems, gather and coordinate information, and integrate interdependent recommendations and actions.
Ability to communicate verbally and in writing with a variety of people from differing backgrounds and levels of understanding. OR;
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk.
