You will serve as a Program Analyst of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will serve as the Naval Operational Architecture (NOA) Networks Requirements Officer (RO) on the staff of the Director, Digital Warfare Office, OPNAV N9DW
You will serve as a senior representative and a recognized authority in the analysis and evaluation of NOA network requirements in support of enabling afloat Distributed Maritime Operations (DMO).
You will serve as the naval staff officer within a mission oriented resource sponsorship to link between using commands, systems/developing commands and OPNAV/SECNAV.
You will review, analyze and evaluate various plans, studies, trends, reports, planning and policy directive to assess and determine the warfighting impact requirements have on Navy missions
You will provides key expertise through the Budget development phase in N9DW and the Navy PPBE review, ensuring that the assigned program is fully understood
You will prepare narrative and data-driven justifications and presentations to support acquisition budget estimates and execution analysis.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of Program Analyst specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
You have experience applying am expert knowledge in network architectures, technical data links and shore networks configuration. You have experience in network programs to understand operational capabilities and integration opportunities for future network requirements. You have experience in ensuring procurement programs are property forecasted, justified and executable. Specialized Experience may include 1) Experience in acquisition processes with an understanding of Operations Research Analysis techniques to give leadership the technical detail, rigor and confidence to make prudent choices for the Navy/Marine programs; 2) Skills to effectively liaise with staff from OSD, the Joint Staff, Pacific Fleet, and Fleet Forces Command; 3) Develop and shapes investments to produce the Navy Program Objective
Memorandum throughout the Future Years Defense Program.
