This position is located in the Office of the Chief Information Officer (OCIO), Information Security Center (ISC), Information Technology Security Division, Access Management Branch in Washington, DC. Access Management Branch is responsible for provisioning/deprovisioning user access request, preventing and defending against unauthorized access to networks, system, and data directly or indirectly related to the Department's activities.

Duties

Responsible for the analysis and development of the integration, testing, operations, and maintenance of systems security. Assess adequate access controls based on principles of least privilege and need-to-know. Implement security measures to resolve vulnerabilities, mitigate risks, and recommend security changes to system or system components as needed. Designs, develops, tests, and evaluates information systems throughout the systems development life cycle. Identify, assess, and recommend cybersecurity or cybersecurity-enabled products for use within a system and ensure that recommended products are in compliance with organization's evaluation and validation requirements. Design and develop system administration and management functionality for privileged access users. Responsible for managing IT projects and setting up and maintaining a system or specific components of a system Manage accounts, network rights, and access to systems and equipment Design group policies and access control lists to ensure compatibility with organizational standards, business rules, and needs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail-Is thorough when performing work and conscientious about attending to detail. 2. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Specialized Experience: At the GS-13: Qualifying experience for the GS-13 includes one year of specialized experience comparable to the GS-12 which is directly relate to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is demonstrated experience verifying and validating appropriate user privileges, assigned credentials, trustworthiness, appropriate user security behavior training, and appropriately granted resource access rights to users. (Note: This experience must be demonstrated on your resume/supporting documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.
