The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves as senior IT specialist and technical adviser providing IT support for sensitive and complex programs, issues, and problems being addressed by the Directorate. Provides technical advice, guidance, and assistance for IT applications. Plans, develops, manages and implements broad, critical and complex projects regarding IT and systems. Designs, develops, maintains, and enhances applications software for a variety of WHS and OSD organizations. Performs analysis of complex user requirements and designs programs to support them. Assures the integration and coordination of the overall technical and management aspects of assigned projects for the Center. Plans and conducts the assessment/evaluation of near-term technology to identify potential complex technology developments and applications for future information technology and systems. Provides technical expertise in the following areas: UI Application Development, Java Development, CI/CD Pipeline Development

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. In addition to meeting the basic requirement, qualified applicants must possess: GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-12, within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience developing software using Java, Angular, or a similar framework; developing software to work with MySQL, ElasticSearch, Cognitive Search; and experience developing projects for Continuous Integration (CI)I/Continuous Delivery (CD) pipeline deployment and automated testing. GS-14: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-13, within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as utilizing Java and Angular to develop web applications and services; experience in Helm Chart/Kubernetes for the deployment of applications using Continuous Integration (CI)I/Continuous Delivery (CD) method; setting up and configuring Jenkins for deployment using Azure Kubernetes; leading complex development projects with a security first approach; and developing ElasticSearch apps. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
