This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Security Officer, Physical Security Division. The incumbent supervises a staff of employees who perform work involved in multiple security disciplines as well as oversees the work of a team of physical security specialists and assistants comprised of other government employees, and contractor personnel to carry out day-to-day operations.

Duties

As a Supervisory Physical Security Specialist, GS-0080-14, your typical work assignments may include the following: Develops standards and policies to satisfy regulatory compliance and the needs and changing demands of the White House and EOP. Ensure the proper implementation and execution of Homeland Security Presidential Directive-12 (HSPD-12) programs and roles for the EOP physical security team. Incumbent independently devises policies and procedures for program operations under delegated authority to plan, schedule, coordinate, carry out, and monitor the effectiveness of the assigned physical security programs. Serves as the designated agency lead for the USAccess program. Manages the day-to-day administration of an HSPD-12 program used in the issuance of Personal Identity Verification (PIV) card credentials to all federal employees and contractors. Supervises a staff of employees who perform work involved in multiple security disciplines.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • The agency requires 30 days on site before being eligible to participate in the telework program.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Executing an agency's HSPD-12 program and systems. 2) Implementing and overseeing a wide array of security programs focused on the following disciplines: physical, information, and operations security. 3) Leading operations of a PIV Card Issuing Facility (PCIFs). 4) Leading a team of professionals responsible for performing a range of security functions. 5) Developing and delivering presentations to a wide variety of senior level officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
