Duties
This position provides 2nd Level supervision to the Veterans Transportation Service and the Fleet Operations/Management. In addition, this position also provides a provision of advisory services to the Associate Medical Center Director and top-level management on the complex management and patient care concerns of the Medical Center including, strategic planning, Medical Center Goals, program emphasis, resource allocations and key personnel.
Duties Include:
Supervisory Responsibilities:
Supervises, plans, and directs overall personnel management activities.
Exercises supervisory authorities and responsibilities involving administrative and personnel management functions related to the staff supervised.
Reviews positions to determine the need and accuracy of position descriptions and recommends changes in position classification, subject to approval by higher level officials.
Makes or approves the selection of subordinate employees.
Assigns, reviews, and approves work and evaluates employee performance.
Receives and resolves group grievances or serious employee complaints.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Assists the AMCD to approve within grade increases, extensive overtime, and employee travel.
Management and Program Analysis:
Acts as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices.
Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.
Participates in special information flow studies, analyses, presentations and briefings.
Works with ELT support staff in assigning, reviewing, and updating the overall facility strategic planning goals.
Coordinates the completion and submission of the AMCD annual strategic plan and budget submission wile completing monthly reviews nd updates.
Conducts analytical studies on operational processes, issue topics, or related special projects.
Works in coordination with other internal reviewing services regarding routine audits nd internal/external reviews of a national concern.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Manages and coordinates online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists.
Coordinates events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff nd initiatives when warranted.
Quality/Productivity Program Administration:
Assists the AMCD on routine aspects of tasks to support the administration of established quality and productivity programs for the organization.
Participates in developing short-and long-range goals related to the organization's quality assurance plan.
Performs other related duties s assigned.
Work Schedule:Monday-Friday 8:00 AM to 4:30 PM

Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement.
In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-12 grade level in this occupation.
Specialized Experience - GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of healthcare service administration, continuous quality improvement, data analysis, and healthcare principles, theories and practices; skill in applying advanced qualitative and quantitative techniques and methods to perform management analysis of programs; extensive knowledge of the characteristics of the health care delivery system service, organizations, programs, and requirements of healthcare delivery systems; comprehensive knowledge of broad agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare services; skill in hospital administration principles, theories, and practices; ability to independently investigate issues, analyze problems, and present both written and oral recommendations.
There is no educational substitution at the GS-12 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is sedentary. Some travel is required. No other special physical demands are required of this work.
Working Conditions: Duties are performed primarily in an adequately lighted and climate-controlled office, classroom, or conference room setting.
