About the Position: Serve as the principal staff advisor to the District Commander, Deputy Commander and staff principles on matters relating to civilian and military workforce management. Advises or guides managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision.
Duties
Advise District personnel on a variety of substantive procedural and policy matters on a broad range of civilian and military workforce management functions.
Review organizational requirements and/or conduct studies such as factors as turnover, mission and technology to identify staffing trends, anticipated vacancies, retention deficiencies to develop short and long range staffing requirements and plans.
Coordinate administrative requirements to monitor and track District training needs, plans and budget.
Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) travel is 5% of the time.

Specialized Experience: One year of specialized experience which includes experience advising on human resources policies, procedures, and requirements; reviewing organizational workforce plans; and utilizing software programs to extract data from personnel management systems to generate reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
