MAJOR DUTIES: This position provides proactive financial management support to the Program Executive Office for Strategic Systems (PEO/SS) Chief Financial Officer (CFO) and support programs. The position provides data analysis, reporting and prepares recommendations for financial reporting, budget justification, unfunded requirements, and fiscal strategies for PEO's overall acquisition portfolio. This includes (but not limited to) maintaining awareness of operational program cost, schedule, performance, requirements, and risk as it relates to the portfolio's financial state. Additionally, this position is heavily engaged in Program Management Reviews (PMRs) identifying and resolving any financial issues by accurately reviewing and documenting budget data in a wide variety of unrelated forms, reports, and schedules to understand what, why, and how relational impacts are being made over various schedules. The position will coordinate primarily with the SAF, PEO and program Financial Managers providing financial guidance and support to assist in ensuring timely and effective execution of mission strategies. Candidates should have a strong ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to PEO, Chief Financial Officers (CFOs), and Program Managers. To ensure success in position, candidates must have extensive experience in consolidating data to build and deliver briefings to program leaders, positive interactions with others, advance-level in MS Office products and unique AF systems, primarily the Comprehensive Cost and Requirements (CCaR) and Project Management Resource Tool (PMRT) applications, to build spreadsheets (to include, formulas and data entry/retrieval), ability to work independently to design analysis for decision support. Background, skills, and/or experience with AF program management and contracting activities highly desirable and significantly valuable in this position. This position will serve as a liaison/bridge to assist in the FM activities and PM reporting for a promotable and defendable PEO portfolio. DESIRED SKILLS: Candidates are desired to have at least 2-3 years' experience managing and reporting status on multi-year appropriation financial program(s) outlined on the resume that can be verified by references provided. Candidates are desired to have immediate experience utilizing the Comprehensive Cost and Requirements (CCAR) system and Project Management Resource Tool (PMRT) applications, Commander's Resource Integrated System (CRIS), ASARS Air Force Budget & Execution Analysis Tool (AFBEAT), and Automated Funds Management System (AFM) for program and financial management reporting. Candidate are desired to have a strong background in analytics, acquisition, and budgeting and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes and special studies. Candidate are desired to have the ability to gather, assemble, and analyze data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions. Candidate are desired to have the ability to identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions as needed. Candidate are desired to have knowledge or be familiar with acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides. Candidate are desired to be proactive and demonstrate ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to PEO, Chief Financial Officers (CFOs), Program and Element Managers (PM/PEM) at all levels. Candidate are desired to have the ability to communicate clearly and effectively, both orally and in writing.

  • The employee must obtain and maintain a Top-Secret clearance with SCI eligibility.

  • Incumbent may be required to work overtime on an emergency basis.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management Practitioner (APDP BFM L2 prior to Oct 2022) certification requirements.
  • Incumbent must acquire and utilize state-of-the-art knowledge and skills as they relate to technology and/or processes in the acquisition environment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Extensive knowledge of structure, programs and work methods of organization (s) for budgeting work. 2.Extensive knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides. 3.Extensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations. 4.Extensive knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements. 5.Ability to communicate clearly and effectively, both orally and in writing.
