We are looking for an Attorney Advisor with experience in government investigations to work with a talented group of professionals at the Office of the General Counsel, Office of Personnel Management (OPM). You will serve as a subject matter expert on oversight by Congressional committees, OPM's Office of the Inspector General, and the Government Accountability Office, and will advise OPM on related hearings, briefings, and investigations.

Duties

The Office of the General Counsel (OGC) seeks a talented attorney with experience in government investigations to join a dynamic, high-performing team. You will provide day-to-day consultation and advice regarding oversight of OPM and its programs by entities including Congress, the OPM Office of the Inspector General, and the Government Accountability Office. This work will require engagement across OPM offices regarding a broad range of OPM policies and programs. Major duties and responsibilities include: Responding to inquiries, audits, and investigations by oversight entities. This includes: Coordinating with program offices to prepare narrative responses conveying official OPM positions; Collecting, reviewing, and redacting documents responsive to oversight requests; Reviewing draft submissions and responses to oversight entities for clarity, substance, and sensitivity; Reviewing public-facing materials to identify privacy and oversight risk issues; Engaging in, and tracking, communications with oversight entities regarding ongoing inquiries; Providing research and guidance on related areas of law, including Inspector General authorities, Congressional powers, and legal and government privileges; Monitoring political developments, activity by committees of jurisdiction, and current events to evaluate oversight risk issues to OPM; and Preparing agency representatives to participate in briefings and hearings. This includes: Coordinating with program offices to prepare talking points for oversight-related briefings; Developing questions and other materials for hearing and briefing moots; Participating in witness preparation sessions; and Other duties as assigned. This includes: Attorneys at OPM have a diverse and interesting portfolio of work, providing legal advice and counsel to OPM leaders responsible for governmentwide leadership and direction in the strategic management of the Federal workforce; in support of Federal employee insurance, compensation, retirement, and other programs; and in support and defense of a wide array of internal OPM operations.

Requirements

Qualifications

Basic Qualifications A J.D. from a law school accredited by the American Bar Association; Demonstrated experience in conducting or responding to government investigations; and Experience reviewing documents for substance, privilege, and PII. To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service. For the GS-13 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-12 level in the Federal service. Additional Qualifications Commitment to honesty and integrity; Ability to exercise sound judgment and discretion regarding high-profile and high-pressure matters; Strong interpersonal skills, including the ability to communicate effectively and respectfully across differences; Strong oral and written communication skills; Client advocacy skills; Experience in legal research and analysis; and Knowledgeable about politics, media, and current events. Experience working directly with or for government oversight bodies (such as Congressional committees or an Inspector General) is helpful, but not required. You must meet all qualification and eligibility requirements by the closing date of this announcement.
