Duties
Certifies the legality of procurement of goods and services under various funding authorities and specific laws and regulations.
Examines and analyzes contracts, modifications, and change orders for propriety, legal, accuracy of contracts and modifications in accordance with existing payment controls, and adequacy of contract.
Performs final audit of invoices and vouchers related to contracts of a high-value, complex nature.
Researches and reviews contracts, delivery orders, agreements, project orders, military interdepartmental purchase requests, obligation authorities, etc. to ensure propriety of fund usage and pertinent contract payment requirements
Prepares a variety of payment authorizations and schedules payments for commercial vendors and government agencies or activities.
Maintains the underlying subsidiary records and ledgers to support accounts payable in the general ledger. Performs periodic reconciliation of unliquidated contractual obligations.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for GS-06 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For GS-06: Specialized experience is defined as: researching,, reviewing, and analyzing payment contracts; entering contract data into an automated financial system to process a variety of payment authorizations; identifying and researching discrepancies in contract payment and making adjustments; reconciling subsidiary ledgers to general ledgers for accounts; researching discrepancies and making adjustments.
GS-06 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service.
Education
GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
