The primary purpose of this position is to serve as a management team member, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Child Development facility, Military and Family Services Flight, 502 Force Support Squadron. ...Special attention paid to ensure non-supervisory employees provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC) and direct oversight of administrative functions. The incumbent may be designated as the supervisor on duty, as needed, whenever the CDC Director or Assistant Director is not physically in the facility.
DUTIES
Plans, organizes, and directs the activities of the Child Development Center, ensuring that Early Childhood standards comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and Department of Defense, Air Force standards, and NAEYC objectives.
Exercises supervisory management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Child Development facilities during the absences of the directors with a variety of installation and functional area organizations IAW current Department of Defense Instruction, Air Force Instruction, Air Force Inspection Criteria, and the National Association for the Education of Young Children.
Prepares and implements specialized programs for children with special needs, i.e., physical handicaps, learning disabilities, gifted children with disciplinary problems. Coordinates with medical support teams to include medical advisor, therapist, and/or psychologist.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Must satisfactorily complete installation, national sex offender, fingerprint check, state and national criminal background checks. Incumbent must possess maturity and judgment in dealing with children.
- Employee is subject to a physical and immunizations deemed necessary by regulation and local public health office.
- Employee is subject to uncommon tour of duty and training may be conducted during evening and weekend hours.
- Must have and maintain additional training requirements to include pediatric Cardiopulmonary Resuscitation, Pediatric First Aid, and ServSafe food handlers.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.
Basic Requirement for GS-1701:A Bachelor's degree (or higher degree) or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You must submit a copy of your transcripts.
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1701-07 and I have one year of specialized experience as defined above equivalent to the GS-05 grade level in the Federal service which includes knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. Knowledge of safety and security regulations, practices, and procedures. Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children with particular knowledge of Child Development Credential (CDA) and DoD Child Care PACT Modules.. NOTE: You must submit copies of your transcripts.
OR
EDUCATION: Applicant meet the basic education requirements for the GS-1701-07 and I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant meet the basic education requirements for the GS-1701-07 but I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children with particular knowledge of Child Development Credential (CDA) and DoD Child Care PACT Modules.
4. Ability to plan, organize, and direct the functions and staff of a medium to large sized organization.
5. Ability to communicate effectively, both orally and in writing, and promote and foster effective working relationships.
6. Ability to develop creative and innovative activity plans and special programs as necessary to support all children's educational programs/activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
