Duties
The Large Business and International (LB&I) Division Counsel provides legal services to the IRS LB&I Division, an industry focused organization with an emphasis on global tax administration for corporations and partnerships with assets greater than $10 million. The Division Counsel employs over 340 attorneys located in 39 cities nationwide. Headquartered in Washington, DC, the Division has five Area Counsels based in Pennsylvania, New York, Illinois, Texas, and California. Each Area Counsel is responsible for legal work within a defined geographic area and for developing specialized knowledge of one of the industries served nationally by the IRS including: financial services; heavy manufacturing and transportation; retail, food, pharmaceuticals, and health care; natural resources and construction; and communications, technology, and media. LB&I attorneys provide a full range of legal services on all issues, including advising LB&I compliance agents, handling litigation in the U.S. Tax Court, and assisting the Department of Justice in the handling of refund cases in the U.S. District Courts.
As a Secretary (OA), you will:
Work closely with the Deputy Division Counsel and the staff to provide advice on procedures, reports, requirements, and other matters necessary to implement the Division Counsel's policies, directives, and instructions.
Implement and modify administrative systems, procedures and record keeping systems to facilitate coordination of the work of the office with both internal and external groups.
Produce a variety of written documents utilizing varied advanced word processing, spreadsheet, and presentation software functions.
Implement office procedures and practices to be used in subordinate/field offices covering such work areas as correspondence, telephone procedures, publications, directives, reports, etc.
Respond to inquiries and problems of an administrative nature not requiring a technical knowledge.
Receive all correspondence for the Division Counsel Deputies; screen correspondence prepared for a Deputy Division Counsel's signature.
Arrange conference and exercise exclusive control over each Deputy Division Counsel's appointments.

Basic Requirements for: Secretary (OA)
Office Automation Skills: This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic mail.
Typing Requirement: This position requires a typing proficiency of at least 40 word per minute (WPM) based on a 5 minute sample with 3 or fewer errors. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years.
For GS-07:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience responding to routine inquiries, screening calls and visitors, creating and maintaining files. Experience maintaining appointment calendars of an office or higher-level personnel, including scheduling meetings or appointments. Assisting with travel arrangements for office personnel. Basic proficiency in Office systems; experience independently completing routine tasks and obtaining review/direction when appropriate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-6).
For GS-8:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience responding to inquiries and problems of a non-technical nature, screening calls and visitors, creating and maintaining files and records. Experience assisting with supervisors' appointment calendars by scheduling appointments and travel when requested, locating and summarizing conferences and/or meetings. General proficiency with Office systems; experience working independently after given direction or task by higher level personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7).
For GS-9:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience responding to inquiries and problems of a non-technical nature, screening calls and visitors, creating and maintaining files and records. Experience maintaining supervisors' appointment calendars, including scheduling appointments and travel; assisting with planning meetings or conferences. Proficiency in Office systems; experience training lower grade administrative personnel as requested by management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).
For GS-10:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience responding to inquiries and problems of a non-technical nature, screening calls and visitors, creating and maintaining files and records. Experience exercising control over high-level supervisors' appointment calendars, locating and summarizing conference arrangements, and scheduling appointments and travel. High level proficiency in Office systems; experience working independently and assisting/training lower grade administrative personnel as needed.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
