The Health System Specialist provides administrative and operational support and expertise primarily to the executive leadership of the Office of the Chief of Staff within the Charlie Norwood VA Medical Center (Chief of Staff, Deputy Chief of Staff / Downtown Acute Service and Deputy Chief of Staff / Uptown Services), which may also extend to assistance to the medical center leadership on overarching medical center strategic initiatives and high-level priorities.
Duties
Major Duties include but are not limited to:
Manages oversight of all clinical and business operations data reporting structure and dashboards.
Develops systems for monitoring administrative and clinical workload and outcomes throughout the medical center.
Responsible for designing data reporting mechanisms and database applications required for their support.
Designs and implements numerous data reporting systems for inputting and displaying data.
Responsible for understanding the data reported sufficiently to identify where there are possible operational concerns.
Validates the consistency and integrity of data, ensures the consistency of data, merge data sources together, and help others to gain a better understanding of data.
Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain business health and operational goals.
Gathers, consolidates, and incorporates best practices of performance metrics and makes recommendations to enhance and improve the effectiveness of program management policy, standards, and review.
Analyzes, evaluates, and advises management on the effectiveness and efficiency of resource utilization, information management, and clinical outcome activities through the development of facility Dashboard Reports.
Assignments require analysis of interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs of the medical center.
Promotion Potential: GS-12 is full performance level for this position.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Some of these include significant work in areas such health administration and business office programs, external accrediting bodies, care in the community, data analytics, recruitment, financial operations, veterans experience, liaison with program officials at the affiliate, personnel pay, access, consult management and VERA.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or deadlines and to devise corrective actions and solutions.
