The purpose of the position is to function as a supervisory Health Systems Specialist providing management support to the Associate Director and the Executive Leadership Team responsible for organizational, development, direction &evaluation of facility administrative and select allied health operations. The Incumbent functions as a key management official in providing support to senior leadership on decisions of significant importance to the operation of the Hospital and its associated clinics
Duties
Exercises supervisory authority over the Business Office, including Business Planning & Analytics and VERA Coordination. Plans work schedules and assignments to ensure even flow and distribution of work. Revises work schedules to meet changes in workload. Recommends/justifies to higher management changes that may increase costs or affect employee status.
Develops and sets performance standards for subordinates. Rates employees on all facets of employee performance. Prepares mid-year/annual performance appraisals and provides feedback to subordinate employees.
Assigns work and various tasks equitably among employees. Explains work requirements, methods and procedures. Provides special instruction for new or difficult assignments. Keeps employees informed of current policies, practices, procedures and management intent. Ensures new employees are trained in work requirements. Determines need for and development program for broadening employee skills.
The incumbent serves as liaison with multiple staff offices and serves as the conduit for information flow and management of assignments between offices. Monitors and manages incoming actions and requests from initial receipt to completion & closeout. Conducts studies, analyses, presentations and briefings as assigned. Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of national concerns, including, but not limited to Office of the Inspector General and Government Accountability Office.
Plans and conducts a variety of broad and complex analytical and evaluative studies of medical facility health care delivery services such as organizational effectiveness, human resources, space, equipment and financial resources. Analyzes techniques, processes, and trends for improving facility level efficiency
Develops procedures and systems for assessing the effectiveness of programs and management processes. Reviews and evaluates organizational processes and procedures to determine areas of effectiveness, efficiency and identifies opportunities for improvement. Chairs or serves on data and resource-based governance committees and other committees or workgroup as applicable.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes; expert knowledge of the mission, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures; skill in conducting analytical studies and projects relative to changes in the delivery of healthcare; demonstrated working knowledge of vehicles for care delivery to include telehealth, Care in the Community, contracting for care, strategic partnerships with other health care delivery sources, enrollment and eligibility regulations, and priority groups; knowledge of advanced management and organizational principles and practices along with comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes; skill in written communication with skill in preparation of technical reports, policy statements, special proposals, present briefings, convey recommendations, and attend meetings and conferences; and skill in oral communication with people from a wide variety of educational backgrounds..
