This position is part of the Department of Energy, National Nuclear Security Administration, Sandia Field Office. A successful candidate in this position will serve as General Engineer/Physical Scientist (Senior Technical Safety Advisor). As a Senior Technical Safety Advisor, the incumbent initiates, plans, monitors, and conducts reviews and assessments of nuclear safety programm environmental safety and health programs, and performs analysis to evaluate technical nuclear safety issues.

Duties

As a General Engineer/Physical Scientist, you will: Initiate, plan, monitor, and conduct reviews and assessments of the SNL environmental safety and health program management and performs independent analysis to evaluate technical issues related to safety. Specific emphasis is placed in designated nuclear facilities to ensure operations are carried out safely and properly in accordance with the facilities' authorization basis. Monitor long range program objectives and requirements and evaluates the recommendations of other interested organizations as they relate to SNL operations to assure compliance with regulations and implementation of recommendations from the DNFSB and other audits, reviews, surveys, and appraisals by other cognizant organizations. Reports on SNL program accomplishments to higher level management within the Department to assist in justifying and supporting crucial and far-reaching program and/or facility changes. Provide technical advice to a staff of scientists and engineers in the SFO and provides technical and scientific assistance to the FOM/ DFOM on all matters relating to the safety and operations of high-hazard nuclear facilities Identify, describe, and oversee the technical direction that the nuclear facility safety programs must take to achieve program objectives, and continually appraises and evaluates the current programs to determine if objectives can be met or recommend other options (approaches when warranted).

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN/NN-04, or GS-15. Specialized experience for this position is defined as: You must meet 3 out of 5 specialized experience examples below: Examples of Qualified Experience that May Be Qualifying: 1. Having direct responsibility for activities impacting the safe operation of defense nuclear facilities; 2. Performing oversight of nuclear operations, including authorization basis documents, principles of conduct of operations, Integrated Safety Management Systems, and/or startup/restart of nuclear facilities; 3. Managing safety and health technical programs and providing assistance, direction, guidance, oversight, or evaluation of contractor activities; 4. Initiating, planning, monitoring, and/or conducting reviews and assessments of contractor safety and health programs; 5. All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series.

- Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). OR

1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
