Duties

The Healthcare Planner position serves as a supervisory facility operational and strategic planner and is responsible for healthcare system-wide strategic planning, Capital Assets Realignment, and planning and construction for buildings including the main medical center and Community Based Outpatient Clinics (CBOCs). Major duties include, but are not limited to:
Coordinates population-based studies involving data collection and analysis, utilizes statistical forecasting and related methodologies, and special projects involving facility-specific or network-wide initiatives;
Provides input and implements a Healthcare system market plan that supports: Quality healthcare delivery, Improves access to veterans' health care services, Guides future capital investments;
Completes data requirements to identify gaps in markets requiring planning initiatives (PIs), based on standardized methodology, including the use of the HealthCare Planning Model (HCPM) and Strategic Capital Investing Program (SCIP) framework;
Analyzes appropriate information and disseminating new directives and instructional materials received;
Serves as the authority on economic and strategic impact of VHA initiatives and/or external policy changes for Healthcare system and advises Healthcare system top leadership on strategies to maximize the system's economic and strategic strength in response to such changes;
Designs, oversees, implements, and/or participates in management studies, surveys, investigations, or projects, to develop information and recommendations for improving quality, access to care and business practices;
Provides technical and administrative supervision to the Strategic Planning and Development Section;
Establishes performance standards and evaluates the performance of subordinate staff, makes determinations on grievances, recommends training, and approves leave of subordinate staff;
Performs other related duties as assigned.
Work Schedule: Monday to Friday, 8am until 4:30pm.

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Health Systems Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following: 1) Missions, organizations, programs and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement.
