This vacancy is for a Human Resources Specialist position in the Department of Commerce, Chief Administrative Office (CAO) in the Human Resources Division (HRD) located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
Provide advice and technical assistance to management at all organizational levels on the full range of human capital programs.
Develop plans, procedures, and operating methods for assignments.
Analyze problems or issues and propose alternative solutions.
Provide senior-level advice in the human resources specialty area of recruitment and placement.
Determine if the program area adheres to all federal legal regulations, agency policies, internal policies, and procedures.

Qualifications
This Job Opportunity Announcement may be used to fill other Human Resources Specialist, 0201, 7/9/11, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Specialized experience: To qualify for the GS-07, you must have 1 year (52 weeks) of experience at the GS-05 or equivalent level in federal service. Experience includes: Assist in providing advice and assistance to management on the full range of human capital programs and areas such as recruitment and placement, staffing, etc.; Preparing briefings and status reports for managers; Support senior staff in analyzing problems and developing solutions; AND Assist with reviewing program areas for compliance with organization policies and procedures.
Or
Substitute of Education: 1 full year of graduate level education or superior academic achievement
OR
Combination of education and experience.
Specialized experience: To qualify for the GS-09, you must have 1 year (52 weeks) of experience at the GS-07 or equivalent level in federal service. Experience includes: Assist in providing advice and assistance to management on the full range of human capital programs and areas such as recruitment and placement, staffing, etc.; Preparing briefings and status reports for managers; Support senior staff in analyzing problems and developing solutions; AND Reviewing program areas for compliance with organization policies and procedures.
OR
Substitute of Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related
Or
A combination of education and experience.
Specialized experience: To qualify for the GS-11, you must have 1 year (52 weeks) of experience at the GS-09 or equivalent level in federal service. Experience includes: Providing advice and assistance to management on the full range of human capital programs and areas such as recruitment and placement, staffing, etc.; Preparing and presenting briefings and status reports to managers; Analyzing problems and developing solutions; AND Reviewing program areas for compliance with organization policies and procedures.

Education Substitute: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
Or
Combination of education and experience.
Delegated Examining Unit (DEU) Certification preferred, but not required.
