CL Legislative Affairs
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Facilitates legislative and non-legislative relations between the IRS, the Treasury Department, and the Congress in conjunction with the National Director for Legislative Affairs. This is accomplished by maintaining continuing liaison with Congressional committees and their staffs, and with members of Congress and their staffs.
Advocates IRS objectives and legislative programs in direct discussions with Congressional committees. Liaison activity may include discussions on appropriations, tax, or oversight committee issues; legislative initiatives having IRS-wide impact; issues relating to General Accounting Office (GAO) reports and audits; and providing assistance and/or guidance with projects not related to legislation.
Furnishes authoritative information regarding IRS policies, programs, operations and activities related to these matters. Prepares testimony for use before Congressional committees. Prepares written and oral summaries of pending legislation, amendments, hearings, mark-ups, floor debates, votes, etc.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: leading major project assignments that required a range of tax or appropriations laws, policies, regulations, and precedents applicable to the program affected by the assigned project or study in order to provide recommended approaches and solutions to executives and leadership for resolution. You must have experience analyzing or interpreting Tax Law for the effect of law changes on operations and resource needs or participating in the Budget and Appropriations legislative process in order to advise senior officials or executives on options and outcomes of the changes. Coordinating and integrating project objectives and recommendations with stakeholders to effectively implement legislative or resource changes within your organization. Communicate both verbally and in writing to explain and advise senior officials or executives about legislative mandates and Congressional intent
