This position is part of the National Archives and Records Administration. Under the supervision of the Director Federal Records Center (FRC) and working closely with all Center facility management personnel, incumbent has responsibility for managing and coordinating the functions relating to the creation, control, transfers, security, storage, maintenance, reference service, and disposition of federal records carried out at the facility.
Duties
As an Supervisory Archives Specialist, you will:
Supervise a subordinate section staff consisting of archives specialists, and technicians.
Review each transfer of records proposed by agencies. This entails a physical review of transfers, paperwork review, Archives and Records Center Information System (ARCIS) data review, and review of others' work as they perform these functions. Assist agency records officers in correcting deficiencies.
Interpret and apply authorized disposition standards to Federal records.
Analyze Records Center Operations and Federal agency policies, procedures, and programs as they impact the Reimbursable Records Center program.
Negotiate with Federal agencies for the transfer of records, preparation and arrangement of records prior to transfer, restrictions on access to records, and Scanning services to be provided by the Center.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement
Specialized experience for the GS-11 is defined as one year of experience at the GS-09 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes records lifecycle monitoring and communicating with external customers regarding the retrieval of records. Examples of this may include:
- Analyzing records storage methods to preserve records;
OR
- Reviewing transfer documentation for accuracy
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M., If related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. . Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
