As a Program Analyst responsible for providing in-depth analysis on a variety of subject matters. Monitors performance of Contracting Officer’s Representative activities to bring to upper management’s attention existing or emerging problems issues, as well as identify process improvements.
This position is located in General Services Administration, Public Buildings Service of the National Capital Region.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Participates in comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the studies are broad and difficult to determine in advance, i.e. the actual limits of the project are developed as the study proceeds. Studies are typically designed to provide information that will assist management in controlling GSA's diverse program areas, determining the effects on program delivery, and identifying actual or potential problem areas impacting program operations.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of COR program and operations in meeting established goals and objectives. Keeps management advised on changes and new regulatory requirements. Issues materials to inform, clarify, and explain procurement regulations, keeping apprised of changes to procurement regulations and policies.
Program Analysis/Review. Assist in the technical monitoring and administration of a contract whereas this position performs analysis of COR/contracting functions, providing specifics of a contract for various audiences, monitoring overall contracting functions or performing similar work, conducts or arranges for training of personnel to improve COR file management processes. Subjects are chosen on the basis of need reflected during analysis of data or upon development of new regulatory requirements.
Prepares and/or conducts briefings for management to explain the specific analysis of contract administration, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs. Performs studies requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.

The GS-12 salary range starts at $94,199 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience: Analyzing and evaluating activities and programs in order to provide recommendations and planning for an organization’s contract administration program. This experience must include: Serving as a subject matter expert on contract administration, analyzing data for reporting and providing training; Interpreting and providing recommendations on contract administration policies and procedures; and Reviewing and evaluating a diverse range of complex contract files for accuracy and compliance with regulations.
