The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.
Duties
As a Human Resources Specialist (Employee Benefits) at the GS-0201-13 some of your typical work assignments may include:
Prepare and deliver training on assigned programs addressing complex issues including interpretation of what appear to be contradictory, but established laws, regulations or issues.
Develops and delivers oral and written presentations to senior officials and various audience.
Monitors training and credentialing registration and proctors all levels of the Employee Benefits Advisor (EBA) credentialing exams.
Provides management advisory services and guidance on complex issues advising component representatives on how to best to resolve issues and interpret guidance consistent with the established DOD position.
Explains DCPAS interpretations of emerging law, third party decisions, or other emerging guidance to component and DOD representatives and managers pointing out how to adapt their current guidelines to reflect pending changes.
Studies DOD operations and provides responses to questions emanating from the components to determine how best to apply them to component operations.
Participates in special projects and studies within DOD. May participate in similar efforts that are hosted by external agencies.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Developing, reviewing, and revising instructional materials for federal credentialing benefits programs.
Advising and training on programs related to federal benefits (such as federal retirement and insurance) in person and in a virtual environment.
Preparing and providing verbal and written presentations on federal benefit policies and programs in person and in a virtual environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
