Duties
Plans and carries out routine assignments using industry standard methods, approaches, and procedures for application software development.
Designs, writes, tests, debugs, and maintains software applications that meet technical and functional requirements.
Applies database management principles and methodologies, including data structures, data modeling, data warehousing, and transaction processing to the development and design of applications. Participates as part of a group in major projects.
Prepares and presents reports and briefings. Advises IT staff on software design principles, methods and
approaches. Applies IT policies, standards and guidelines.
Evaluates and recommends adoption of new or alternative approaches to application development. Applies information security and information assurance policy, principles, and practices.
Requirements

- Must be available to work Monday- Friday from 8:30 am to 5:30 pm.
Qualifications

Provides advice and guidance to managers and customers on the most appropriate methods for delivering information via the Internet. Deliver e-commerce and e-Government products and services to internal and external customers. Provide Internet services that optimize customer experiences.
Create Web pages that enable users to access information and are compliant with laws, regulations, and policies. Advise Web site content providers on the appropriate use of copyrighted electronic property on the Web site. Provides support in a manner that minimizes interruptions in customers' ability to carry out critical business activities. Prepares and presents reports and briefings.
Represents the organization in interactions with other organizations. Provides technical leadership on group projects. Interprets IT policies, standards and guidelines. Serves as the subject matter expert in the specialty. Applies information security and information assurance policy, principles, and practices.
Applicants must have experience, education and/or specialized training sufficient to demonstrate IT knowledge and skill in applying:
- Software design principles, methods, and approaches;
- Infrastructure requirements, such as bandwidth and server sizing
- Quality assurance principles; and
- Software testing, documentation, and performance monitoring methods.

Highly Qualified Criteria:
- Possess three(3) years experience with software development lifecycles, requirements solicitation, system design, implementation and testing
- Proficient with programming languages and related web technologies such as: Java, Javascript, PHP, Python, XML, XSLT, JSON, HTML, CSS, GraphQL, mySQL, React or Flutter
- Possess three(3) years experience working with 3rd party integrations and web services such as social media tools, web advertising platforms, interactive maps, or creating and consuming RSS feeds
- Possess three(3) years experience with mobile application development on iOS and Android platforms
- Possess three(3) years experience with Content Management systems such as Drupal or WordPress- Experience with an Agile software development lifecycle
