This position is located in the U.S. Agency for Global Media (USAGM), Office of Management Services, Office of Security, Personnel Security Division. Will be responsible for determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions
Duties
As a Personnel Security Specialist, you will be responsible for duties to include, but are not limited to:
Determines security clearances for complex and difficult requests. Reviews requests for security clearances, evaluating the sensitivity classification of the position by approved need-to-know principles and pertinent security guidelines.
Analyzes a wide variety of the most complex conditions and makes precedent-setting determinations. Grants the most complex security clearances and, when circumstances warrant, denies security clearances.
Liaisons with other Federal personnel security offices on security and investigative matters.
Prior to a final adverse employability or security clearance determination, security specialists provide individuals with a comprehensive, written statement of the reasons why employment cannot be offered, security clearances cannot be granted, or adverse action is being taken and consider any response furnished by individuals.
Determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions and reviews, evaluates, and adjudicates reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.
Requirements

- This is a national security position. If selected, this position requires the completion of the SF-86.
- Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a union agreement.
- Transcripts are required at the time of application if qualifying based on education.
- The full performance grade level for this position is GS-12.
- If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.
Qualifications
Applicants must have a minimum of one year of specialized experience at a the next lower grade level or comparable pay band in the Federal service or equivalent experience in the private sector.
Specialized Experience for GS-09 is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes:
Knowledge of Executive Orders and Public Laws governing the investigative and security programs; AND
Providing authoritative security advice to support decision -makers in achieving overall objectives and priorities; AND
Reviews and determines cases involving sensitive issues.
Specialized Experience for GS-11 is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes:
Thorough knowledge of Executive Orders and Public Laws governing the investigative and security programs; AND
Providing authoritative security advice to support decision -makers in achieving overall objectives and priorities; AND
Analyzes and evaluates cases involving sensitive issues.
Specialized Experience for GS-12 is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes:
Extensive knowledge of Executive Orders and Public Laws governing the investigative and security programs; AND
Providing authoritative security advice to support decision -makers in achieving overall objectives and priorities; AND
Independently analyzes and evaluates cases involving complex and sensitive issues.
Education
GS-09 Have a Master's or equivalent graduate degree in any a related field of study OR I have two full years of progressively higher level graduate education leading to degree in any a related field of study. OR Qualify based on a combination of experience and education as mentioned above. Specialized experience is experience that is related to the work of this position and has provided the competencies required for successful job performance.
GS-11 Have a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.ORHave three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.ORQualify based on a combination of experience and education.
