The Chief of Police is responsible for the operation, direction, and control of the law enforcement and physical security activities of the VA Sierra Nevada Health Care System. The Chief manages the physical security of assets, information, buildings and people. The primary focus of the Police Service is to provide law enforcement and security services on Departmental property operated by the Veterans Health Administration (VHA). The position reports to the Deputy Medical Center Director.

Duties

The Chief of Police is responsible for the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people. Major duties include, but are not limited to: - Plan, assign and explain work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs; - Hear and resolve grievances and employee complaints, review serious disciplinary cases; - Ensure police staff are properly trained to operate a variety of equipment and/or security systems; - Interpret security policies and procedures and provide guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area; - Keep senior facility leadership informed regarding program successes and vulnerabilities; - Collaborate with leaders to address concerns, resolve program issues and resource needs; - Serve as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc. - Assist in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police; - Maintain full responsibility for the protection of the civil rights of all individuals while on VA controlled property; - Develop and implement procedures for the detention or arrest of individuals suspected of violations committed against criminal laws; - Plan, direct, and update the crime prevention program and exercise direction and control of investigations into criminal activities; - Manage the procurement and accountability of equipment and firearms used; - Perform related duties as required; Work Schedule: Monday through Friday, 7:00 a.m. to 3:00 p.m. The position is expected to continue irregular duty hours as necessary and must respond to serious incidents regardless of the time of day, i.e, responding to phone calls and physically responding to the facility during emergent situations i.e. officer involved shootings, severe weather situations etc. Telework: Ad-hoc eligible with Supervisory discretion. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: GS-13 To qualify for this position, you must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience includes (experience must be detailed in your resume to receive credit): Operates, directs, and controls law enforcement and physical security activities; Responds to active threat situations; Delegates work and evaluates performance of police personnel; Conducts arrests, investigates criminal activities, and protects crime scenes; Ensures the safety of staff and visitors while on facility property. Note: There is no educational substitution at this grade levels. Special Requirements Driver's License: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm: This position is authorized to carry a firearm. The position must meet the standards prescribed in the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922). Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess firearms or ammunition (Title 18 U.S.C. ? 922(g)(91). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have or have ever been convicted of such an offense. False or fraudulent information provided by the candidate is criminally punishable by fine or imprisonment (Title 18 U.S.C. ?1001). This position is considered essential personnel and will be responsible for remaining at or reporting to work site in emergency situations and inclement weather. The candidate must successfully complete the VA Police Officer Standards & Training (POST) Academy course and other mandatory training requirements set-forth by the U.S. Department of Veteran Affairs. The position is expected to continue irregular duty hours as necessary and must respond to serious incidents regardless of the time of day, i.e, responding to phone calls and physically responding to the facility during emergent situations i.e. officer involved shootings, severe weather situations etc. You will be rated on the following Competencies for this position: Education and Training Managing Human Resources Physical Security Security Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The position is required to exert considerable and strenuous physical effort on a regular basis while performing duties. These duties are normally performed while conducting security surveys and inspections, which require crawling in unusually confined building areas. The Security Officer may be called upon to defend themselves and members of staff, patients, or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
