About the Position: Position is with the Defense Health Agency (DHA) Tidewater Market, Naval Medical Center Portsmouth, Virginia, Resource Management and requires understanding of accounting systems, policies/procedures to examine, verify, maintain and reconcile accounting data. Incumbent works under closer supervision and guidance than the target grade based on satisfactory performance, supervisory certification and meeting qualification requirements. This is a Direct Hire Solicitation

Duties

Account maintenance and accounting support work requiring a basic understanding of accounting systems, policies, and procedures to examine, verify, maintain, and reconcile accounts and accounting data, prepare and analyze reports. Use knowledge of accounting and payroll systems, standard accounting codes, classification and terminology for a variety of actions and reports. Examine documents for accuracy and adequacy of documentation, compliance with regulations. Determine pay, payroll records maintenance and completion of reports pertaining to civilian employees of the Federal Government. Perform technician work in support of budget analysis and administration such as maintain ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires to obtain and maintain a Financial Management Level 1 Certification within 24 months of employment.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Specialized Experience GS-05: One year of specialized experience which includes: 1) Utilize basic understanding of accounting or pay/time & attendance systems, standard accounting codes, classifications and terminology to apply the various accounting methods and techniques to examine, verify, maintain and reconcile accounts and accounting data, 2) Research administrative rules, regulations and procedures, 3) Extract data from records for the preparation of reports, and 4) Assisting with budget codes and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience GS-06: One year of specialized experience which includes: 1) Use guidance and documents for the processing of financial transactions; 2) Research administrative rules, regulations and procedures and extract data from records for the preparation of reports, 3) Assist with budget codes and execution; 4) Assist with reviewing financial documents for completeness and accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Specialized Experience GS-07: One year of specialized experience which includes: 1) Review and prepare financial reports; 2) Support budget analysis and administration, such as maintaining ledgers, compiling, consolidating, verifying and arranging financial data; 3) Apply administrative rules, regulations and procedures to post, examine, balance, compute, and extract data from records, 4) Examine documents and financial transactions for accuracy, adequacy, and compliance with regulations for goods and services provided. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
