This position is located within US Department of Agriculture, Departmental Administration, Office of Human Resources Management (OHRM), Talent Management Division (TMD). The incumbent serves as a Program Analyst, evaluating and advising management and key internal/external agency stakeholders. In addition, the incumbent will be responsible for planning, evaluating, and/or improving the effectiveness of administrative/management operations and/or technical programs and policies.
Duties
Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of program operations to resolve problems or implementation of changes that affect the efficiency and effectiveness of work operations of a function or programs.
Participates in comprehensive management studies and/or projects to improve operations and their impact on programs and initiatives.
Develops, organizes, and implements functional plans concerning programs. Directs the capture, reporting, and analysis of statistical data relating to the organization's operations.
Provides support to and maintains liaison with USDA agencies, staff offices, trade organizations, private industry, and with other Federal organizations in regard to their programs, activities, and initiatives for OHRM.
Evaluates programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues.
Maintains contact with other organizations, agencies, managers, and contractors to exchange ideas and remain current on developments in the area of responsibility.
Partners in the preparation and publication of documents regarding program activities for inclusion in USDA reports, memoranda, speeches, position statements, briefing materials, etc., to be used by leadership in support of programs and initiatives.
Develops methodologies that minimize labor intensive on-site visits and promote consistency of program measurements and evaluative ratings using data generated by on-site surveys and program information.
Plans, executes, and reports on original and ongoing analyses, evaluations, or investigations with varied complex features that require a fresh approach to resolve new and highly complex problems.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized experience:
GS-12: One year of specialized experience equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is (1) utilizing analytical capability for determining performance measures and performance risk and (2) assisting with policy analysis.
GS-13: One year of specialized experience equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is (1) utilizing analytical capability for determining performance measures and performance risk, in a quantitively and quantitatively manner and (2) providing policy analysis recommendations and drafts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
