DCSA's Office of Chief Financial Officer (CFO) is seeking a Financial Management Specialist. The purpose of this position is to accomplish a variety of duties involved in general financial management and budget execution within DCSA. Responsibilities of this position encompass both the budget and accounting functional areas of financial management. This position is developmental to GG-12.
Duties
As a FINANCIAL MANAGEMENT SPECIALIST you will be responsible for the following duties:
- Revise or modify financial planning objectives.
- Analyze and interpret the impact of new legislation or regulatory changes on general financial operations and makes recommendations for revisions in procedures and processes.
- Works closely with the Budget Division and other subject matter experts regarding obligation of funds, fund requirements, extraordinary expenses incurred, availability of funds and additional fund authorizations and funds for special projects and emergency programs.
- Formulates, develops, and interprets financial data, both narrative and quantitative, for all levels of management; review, revise and implement data collection, compilation and presentation procedures to meet the needs of management.
- Analyze proposed budget changes and advise the Budget Division of the impact of such changes with respect to program impacts, cost estimates and data collection.
- Participate in Department of Defense (DoD) and Defense Finance and Accounting Service (DFAS) meetings and conferences for the purpose of contributing to topics related to accounting, financial management, cost projections and budget analysis.
- Evaluate financial management information, budget formulation and justification for accuracy and adherence to existing policies, procedures and regulatory requirements. Analyze and detect deficiencies and initiate corrective action to ensure all information provided to management is complete, accurate and useful as a decision-making tool.
- Analyze the compilation of financial data as required to ensure all data furnished is valid and responsive to specific needs. Oversee the preparation and submission of a variety of fiscal accounting reports and budget submissions. Evaluate accounting and financial data for the purposes of cost projection - long and short term - and financial impact analysis.
- Develop policies for data base management procedures and techniques. Provide staff support regarding budget execution when reviewing plans, papers and studies in the context of current DoD resource policy and procedures. Provide input to various resource allocation guidance documents. Make recommendations and commitments within the established policy framework.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Experience utilizing automated financial management and accounting system data bases, tracks actions such as obligations, reprogramming, allocations, expenditures.
Experience with financial analysis and financial management.
Experience with accounting principles, concepts and theories and the ability to apply them to work.
Reviewing and interpreting financial data knowledge of budget methods and the ability to communicate verbally and in writing
Specifically you will be evaluated on the following competencies:

4. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.
Education
If substituting education for experience at the GG-07 level, you must possess a bachelor's degree or equivalent degree OR 1 full years graduate education
