The Program Analyst (Training Program Analyst) performs a wide variety of training program administration and project management duties on complex multi-month or multi-year training projects, project oversight and other initiatives necessary to assure effective operations of Reasonable Accommodation Workers Compensation (RAWC) training programs.

Duties

Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of training programs in meeting the established VBA's leadership development goals and objectives. Evaluates training programs against short and long-range agency and RAWC objectives. Analyzes training evaluation reports and program statistical data to make recommendations on performance trends and anticipates training needs for improving training programs and organizational effectiveness. Assists with the development and implementation of employee development policies, procedures, and occupational standards. Helps with the design of pilot and/or prototype training programs, designed to enhance employee development and training initiatives. Serves as a subject matter expert for the independent facilitation and/or instruction for in person, virtual, and hybrid synchronous and asynchronous training programs. Serve as a liaison to communicate and coordinate training related meetings, events and activities sponsored by HCS/RAWC with persons and/or groups within and outside of HCS. Evaluates, make recommendations, and assists in improving training programs and materials for various VBA, HCS and RAWC products. Applies analytical and evaluative methods and techniques concerning the coordination, efficiency, and effectiveness of RAWC training programs, events and workshops. Participates in the planning, development, scheduling, and coordination implementation of the RAWC training resources and/or allocations required to conduct training sessions and programs. Assists in all activities associated with RAWC Workshops and scheduling of events, creating calendars for session offerings and long-term calendar of events by way of Fiscal year (FY) schedules. Responsible for project management and coordination of VBA Supervisory Management Training (SMT), Advanced Management Training (AMT), and other training initiatives identified HCS or RAWC leadership. This includes acting as the central point of contact for identification of initiatives, and creation, development, deployment, and sustainment. Establishes professional development opportunities and administers learning activities executing the HCS vision to transform new and developing leaders across the VBA enterprise. Assist in planning, coordination, management, and execution of multiple HCS annual training symposiums and events to a variety of different target audiences and participants. Conducts frequent L.I.F.T. sessions and initiatives with our stakeholders to solicit and capture feedback on RAWC training programs and systems and identify areas for improvement as well as best practices. Requests Talent Management System support to ensure proper record keeping tracking employee training participation in RAWC hosted and delivered training programs and events. Responsible for preparing training materials and delivering instruction on the VBA Training Systems Framework and other training related topics of interest with the goal of improving knowledge of personnel with training responsibilities. Assists in identification, planning, development and execution of training governance policies and processes to align with federal government best practices. Assists on all training-related activities as appropriate to meet ever changing, emergent VBA training priorities and needs. Ability to facilitate and provide training to leaders within the organization, including senior leaders and executives. Knowledge of effective delivery and learning techniques aimed at adult learners in a professional environment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/09/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. The experience may have been gained in the federal, military, or private sector. One year specialized experience which includes the following: Developing formal and ad-hoc training. Providing training to other employees in a classroom environment, either in person or online. Evaluating and making recommendations for training programs which comply with policies of the organization. Providing technical and customer service skills. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
