This opportunity announcement is for a DETAIL in the Cybersecurity and Infrastructure Security Agency (CISA) Integrated Operations Division (IOD) with an anticipated effective date of 10/16/2023.

Duties
The primary purpose of this detail is to: is to function as the interlocutor between the highly technical cyber/physical/communications watch and warning teams and senior leadership within and external to the department. They must have exceptional technical written/verbal-communications, operations, and negotiating skills, as well as technical cybersecurity skills. The position will translate summarize ongoing operations and pass direction and questions from senior leadership to the workforce. They will have directive authority over the 15-member watch team but are not in an official supervisory relationship with those employees.
Responsibilities (Specified Tasks) include:
Direct tasking authority over CISA 24/7 watch, to include a CISA Duty Officer and Senior Duty Officer, with respect to senior leader communications and information needs. Monitors threats or activity impacting Federal and State, Local, Tribal, and Territorial (FSLTT) network environments, critical infrastructure, and impacts to National Critical Functions. Coordinates with FSLTT representatives and critical infrastructure owners and operators.
Responsible for the production and dissemination of timely and accurate operational reports for CISA Leadership.
Responsible for explaining extremely complex cybersecurity incidents and their potential cascading impacts to internal and external senior leaders in plain, easy-to understand language, while still ensuring the complexity of the situation is understood.
Represents DHS and CISA to FSLTT and critical infrastructure owners and operators; ensures mission priorities are consistently and continuously executed to facilitate the sharing of information and operational awareness.
Helps define the scope and level of detail for security plans and policies applicable to the CISA Senior Operations Officer position.
Institutes processes, procedures, and measures to ensure situational understanding of events and incidents impacting the nation's critical infrastructure, whether physical, communication, or cyber.
Collaboratively develops and recommends long-range plans for CISA Central to maintain situational awareness of the nation's critical infrastructure.
Qualifications
Desirable candidates will be at grade levels equivalent to the GS- 14 or above in the Federal service and possess the following experience:
Basic Requirements:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving -identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Desirable candidates will be at grade levels equivalent to the GS-14 or above in the Federal service and possess the following experience:
Providing advisory services, as the Director's personal representative within CISA Central and the communications between CISA Senior Leadership and CISA Central for all incidents affecting CISA's mission space;
Implementing, maintaining, and analyzing procedures and security requirements by ensuring appropriate security controls and measures are in place, and taking internal defense actions; and
Monitoring threats or activity impacting Federal and State, Local, Tribal, and Territorial (FSLTT) network environments, critical infrastructure, and impacts to National Critical Functions.

Education
There is no substitution of education for the specialized experience requirements at the GS-15 grade level.
