This position is responsible for the performance of all analytical functions which pertain to recreational activities for Naval Base Point Loma's Morale, Welfare and Recreation, Child & Youth Programs, Fleet and Family Support Center and Galley departments. This includes identifying/resolving financial problems, available resources and best ways to utilize those resources.
Duties
Principle liaison with N8 OPTAR analyst for execution if APF, N5 for POM requirements and manpower liaison with N1, N8 and HRO.
Acts as IN9 liaison with N5 and CNIC as required for APF POM cycle information, preparation, and support to IPDs and PMs.
Performs scheduled in-depth analysis of each activity.
Reviews financial statements and other appropriated and non-appropriated financial documents.
Provides analytical data which aid determining the effectiveness and efficiency of activity management, identifying problem areas or activities which may need additional scrutiny or guidance.
Identifies adverse operating and solvency trends and assists in determining if financial transactions are being made in accordance with existing regulations.
Responsible for developing procedures, techniques and controls necessary for performing financial and operational analysis functions of budget estimates, financial policies, methods, procedures and regulations to forecast and oversee program finding.
May be required to prepare impact studies, special analysis, charts and financial tables for presentation to higher authority.
Performs other APF and NAF analytical and miscellaneous duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Qualifications
A bachelor's degree in business administration is preferred or comparable work experience may be substituted.
A thorough knowledge of the principles of accounting and financial analysis is necessary to properly fulfill the requirements of this position.
Analytical ability in planning, performance measurement and interpretation of financial and operating statements, coupled with sound judgement and the ability to communicate both orally and in writing are necessary perquisites.
Experience using APF in support of NAF activities (e.g. UFM authorized use of resources) is highly desired.
Must become familiar with the operation of all types of MWR activities and organizational structure and components of the U. S. Navy and the policy structure in which it operates.
Must have thorough knowledge of current spreadsheet, word processing, power point presentation and graphics computer software.
Must become familiar with Systems Applications (SAP) software.
