This is a competitive Career Development Detail for 120 days, and can be extended, if necessary, in increments of 120 days up to but no more than 1 year. One Detailee will be selected. The work will be performed at the Office of the Chief Information Officer on the USPTO's Alexandria Campus. This position is located in the Cybersecurity Division. This position serves as a Cybersecurity Division Director.
Duties
The detailee will be selected at the grade of your position of record. Higher level pay for this detail assignment is not authorized.
The work schedule for this detail will be Full-time. This position is eligible for teleworking per the OCIO telework policy. Hoteling is not available during this detail. NOTE: TDY will not be paid.

For USPTO candidates who are currently a member of a bargaining unit (Union), if selected, this position may affect your eligibility for performance and/or incentive awards. These detail hours are not considered production related for production award purposes. For those on production, 80% of the time dedicated to the detail and 20% dedicated to examining time, may be considered while on this detail. This is a non-bargaining unit position.
MAJOR DUTIES:
Supervise, direct, and manage the staff and the day-to-day functions of the branches of the Cybersecurity Division.
Participate in special projects and initiatives requiring collaboration and engagement at a leadership level.
Serve as Lead Product Owner for various security projects and works with multiple product teams.
Establish policy and procedures for accomplishment of the Division's responsibilities.
Requirements
- Current Federal employees must have served with their current agency for more than 90 days and are no longer in a probationary period.
- Current Federal employees must have completed a supervisory probationary period.
- Must possess an HSPD-12 compliant identification badge (e.g., PIV, Military ID).
- Must have a current Top Secret Clearance.
- Must complete a Detail Interest Form. Applicants external to USPTO will be provided with this form upon receipt of application.
- Have a government issued travel card (preferred).
- Employees must be in a good performance standing and have no current or pending disciplinary actions.
- U.S. Citizenship required.
Qualifications
Applicants must possess the ability to perform the required duties. As indicated above, this detail is open to current non-probationary GS-15 federal employee(s) with at least a current Fully Successful rating of record. To be eligible for this position, the applicant must possess experience directly related to the duties as described in the duties section above.
