This vacancy is for a Paralegal Specialist in the Office of the Secretary within the Department of Commerce.
Duties
As a Paralegal Specialist, you will perform the following duties:
Develops, maintains and updates systems for filing and tracking information pertaining to the rulemaking process.
Communicates results of reviews of rulemaking documents to responsible employees of the agency, in the reviewing attorney's absence.
Conducts legal research on LEXIS or Westlaw as assigned by attorneys on legal issues related to regulations or administrative procedure.
Drafts written materials (electronic or printed), including explanatory materials, in a clear manner.
This Job Opportunity Announcement may be used to fill other Paralegal Specialist GS-0950-11/12 (FPL, GS-12) positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience.
Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience:
To qualify for the GS-11 grade level, you must possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government performing the following duties:
Managing, reviewing or evaluating legal or similar documents.; AND
Using Excel and customized databases, or other appropriate software, for data entry, tracking, maintenance and record keeping.
OR
Substitute of Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
Combination of education and experience as indicated above.
Specialized Experience: To qualify for the GS-12 grade level, you must possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government performing the following duties:
Managing, reviewing or evaluating legal or similar documents.; AND
Using Excel and customized databases, or other appropriate software, for data entry, tracking, maintenance and record keeping; AND
Presenting and conveying information clearly from a variety of sources, both orally and in writing.
Substitute of Education: Education cannot be substituted for education at this grade level.
