Duties
The incumbent performs feasibility studies and analyzes information requirements in order to develop or modify new and improved automated information systems to meet user requirements.
Suggests technically feasible approaches and makes recommendation to the user regarding the most effective and efficient automation approaches.
The incumbent establishes practices and techniques to develop test plans and evaluation plans for systems or subsystems, which primarily impact a local operation.
Analyzes data and prepares a project synopsis which compares alternatives in terms of cost, time, necessary equipment, and staff. Recommends a course of action.
Analyzes system characteristics and critical operational issues identified in the system requirements.
Incumbent will prepare documentation such as functional descriptions, maintenance manuals, test and implementation plans, cost analysis, specification documents.
Duties will be developmental in nature while performing below the full performance level (GS-11)

Problem Solving- identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions
FOR ENTRY AT THE GS-09 LEVEL:
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Assists in providing automated system analysis and input regarding best approach for design development, implementation, operation, and system modification and software under supervision; while analyzing causes of failure and to identify and make appropriate recommendations for change; participating in system requirement reviews and testing AND IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
FOR ENTRY AT THE GS-11 LEVEL:
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experienced in performing in-depth automated system analysis to make recommendation regarding best approach for design development, implementation, operation, and system modification and software; Conducting system analysis causes of failure and to identify and implement appropriate changes; conducting system requirement reviews and testing AND IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

Substitution of education for experience:
Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.

A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.
