This position is located in the Office of Program Performance, Office of the Associate Administrator for Budget and Programs/Chief Financial Officer (CFO), Maritime Administration (MARAD).
This position is established to advise the Director on analyzing, evaluating, and improving the efficiency and effectiveness of MARAD’s programs, consistent with the requirements of the Government Performance and Results Act Modernization Act of 2010 (GPRAMA), Administration, and Departmental emphasis.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience in strategic and performance management concepts and processes and methodologies sufficient to shape agency program performance management to comply with requirements of GPRAMA.
Experience in interrelated disciplines, including but not limited to resource and program measurement and evaluation, project management, business or public administration, and financial management sufficient to serve as a technical expert.
Experience in applying complex fact-finding analytical and problem-solving methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate actions/solutions to improve program effectiveness.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information used to inform decisions, actions, communications, and accountability systems.
Analytical - Skill in applying complex fact-finding analytical and problem-solving methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate actions/solutions to improve program effectiveness.
Oral Communication - Ability to communicate effectively in both oral and written form.
