The primary purpose of this position, CONGRESSIONAL LEGISLATIVE LIAISON, GS-0301-12 is to provide mission support for all General Officers, Senior Executive Service & Wing Commanders/equivalents for all Congressional & legislative analysis, staff advisory, & consultant assistance to accomplish programs & projects that cross Department of Defense, Air Force, Air Staff, Major Commands & AFSC organizations.
Duties
-Direct the management of all legislative support program functions for Commanders/Directors.
-Respond to Congressional inquiries and other requests for information on assigned programs from the news media, specialized groups, and/or general public; local, state, and federal elected officials; special interest groups, community, and civic organizations.
-Represent the office with a variety of installation and local government, media, civic, service, and educational organizations.
- Conduct public affairs functions ensuring public affairs activities comply with legal and regulatory requirements and meet customer needs.
-Perform special assignments and participate in special projects and initiatives with responsibility for researching, planning, executing, and/or evaluating complex operations, programs, and policies which affect a variety of functional areas within the public affairs and legislative liaison arenas.

- SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN AN SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
- The work is mostly sedentary but does include escorting officials during visits to installations. No special physical demands are involved. There will be some walking, standing, bending or carrying of light items.
- WORKING CONDITIONS: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting. Observes normal safety precautions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicant must have one (1) year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described asthe following - develop, coordinate, implement, and evaluate legislative liaison plans; act as focal point for political news and information; assist in active community engagement, collaborating with public affairs programs and support; ensure elected officials and civic leaders germane to have current and accurate information available for considering matters consistent with existing law.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of analytical and evaluative methods and techniques to issues concerning the effectiveness and efficiency of Congressional affairs, and Command position on legislative affairs in addition to the thorough knowledge and expert understanding of pertinent laws, regulations, policies, and precedents which affect the position on staff actions, Congressional affairs, and activities.
2. Knowledge of the roles, functions, and organizational structures of Congressional entities. Knowledge of the congressional legislative process and congressional legislative research tools, tracking systems and processes. Knowledge of congressional procedures and associated committee structure for authorizing the budget. Knowledge of a wide range of concepts, principles, and practices relating to legislative, Congressional inquiries, and staff actions.
3. Extensive knowledge of organizations, their environment, and their functions to understand the customers' requirements and to arrive at innovative approaches to best meet those requirements.
4. Ability to communicate effectively, both orally and written, to interact and gain cooperation at the highest levels in order to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall goals.
5. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources, require extensive changes in established procedures, or may be in conflict with the desires or the activity studied.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
